I know you realize the importance of Esters Road due to the development plans for that sector of Dallas County. Please review the letter so that we can get back together and discuss the alternatives we have. Hopefully, we can include Councilwoman Hazel Beal, who has done a majority of research on Coppell's area roads. Sincerely, Doc Cornutt rcc October 25, 1973 Mr. John Whittington Dallas County Commissioner Precinct 1 - Records Building Dallas, Texas 75202 Subjec.~Esters Road Extension~-' Dear John: This letter is to summarize to date the discussions that have taken place relative to the extension of Esters Road from State Highway 114 north to Bethel School Road. At our first meeting on August 24, we presented the fact that the Esters Road extension had been dropped the previous week from the priority listing for the fall bond issue, and expressed our concern from a planning standpoint. Those in attendance for that meeting in addition to yourself were Messrs. Ray Hunt, John Scovell, Ray Ratcliff of Folsom Investments, and myself, along with. your engineer, Mr. Bill Morrow. The extension and widening of Esters Road had been the numbez 3 priority for the city of Coppell in their thoroughfare plans for inclusion in the bond issue. In addition to Coppell's plans, Esters Road had also been shown in the Irving and Dallas County thoroughfare plans as a major arterial. All three thoroughfare plans called for the san~ allignment for the extension - from Esters at Gentry Road north to the continuation of Esters Road at Cotton Road. In our discussions on that date, we explored the possibility with you of the County's District I Road and Bridge group putting in a r~ral type road provided the necessary right-of-way was donated. Yo~ expressed interest in this type of situation due to the fact that development plans £or the area north and northeast ofthe Dallas-Fort Worth Airport made implementation of this road a current need; howaver, right-of-way costs would make the road prohibitive. Our discussions were concluded with our stating that we would visit with the other land o~mers involved to explore the feasibility of this further. Subsequent to the first meeting, we met again on October 24 and those in attendance were you, Messrs. Jimmy DeFord of the Public Works Department, John Scovell and myself. Our discussions covered the fact that we had visited with the other six land owners involved in the State Highway 114 to Bethel School Road extension of Esters Road, and that they showed interest in dedicating the necessary right-of-way for a 100' corridor provided the County, within a specified time period, would construct a rural type road - being a paved 24' wide road with 8' shoulders. Both you and Mr. DeFord expressed interest on behalf of the Mr. John Whittington Page 2 October 25, 1973 County in this type of situation due to the fact that Esters Road was potentially the only north-south arterial road in that sector of Dallas County; moreover, considering the status of the western leg of Loop 9, the Esters Road extension would be a "relief valve" and alleviate major traffic problems during the construction of Loop 9. Our discussions covered the fact that some type of participation might be worked out with the city of Coppell and the land owners regarding the construction of a bridge structure over the Grapevine Creek area. Additionally we mentioned our interest in providing additional land area required for the ramps on and off the planned Spur 635 to connect with Esters Road. Our discussions ended with both parties assuming further responsibilities. We need from you estimates for construction costs of Esters Road and the bridge structure, including the amount required for a participation by Coppell and/or the land owners in the bridge structure. Also, Mr. DeFord stated he would explore the status of the interchange at Esters Road and Spur 635 with the Texas Highway Department. We agreed to contact further those land owners involved in this situation and assemble a definitive agreement to provide for right-of-way dedication. We will be contacting you soon regarding this agreement and those dates for further discussions on this subject.
