A meeting was held this morning at the Wagon Wheel Ranch Elevated Storage Tank site to review the project
progress and discuss various issues. In attendance were:

The following items were discussed and reviewed:
Plate Welds:
After the application of the primer coat of paint, the contractor had visually inspected the exterior welds and
found several areas that required cosmetic repairs. Those repairs were completed earlier this week. Larry
Davis then questioned whether additional radiographic inspections of the welds were necessary. Mr. Joe
Swinnea explained that the radiographic test of the welds were performed in accordance with AWWA
standards and the repairs conducted earlier this week are primarily cosmetic in nature and intended to remove
uneven or unsightly weld surfaces. Nonetheless, we conducted a visual inspection of the exterior tank welds.
We found a few other areas that required attention and marked their locations on the tank. Landmark is
scheduled to make the necessary corrections by the end of this week. Once the interior of the tank is primed,
we will perform a similar visual inspection of the interior welds prior to the contractor' s application of the top
coats.
This was only a visual inspection of the welds; it was not intended to supercede the radiographic test results.
Based on our observation of the quality of work and apparent completeness of the welds, we do not
recommend any additional radiographic testing of the welds at this time.

Subject: Wagon Wheel Ranch Elevated Storage Tank
Tank Lift Date:
We discussed the tentative tank lift date and explained the City's conflict with February 26, 1999. Depending
on favorable weather conditions, Landmark Structures, Inc. indicated they believe they could be ready for a lift
date on February 25, 1999. This date is also dependent on final resolution of logo placement and adjustments
as outlined in the next paragraph. The tank will take approximately 4 hours to lift. The contractor suggested
an early morning start (6:30 or 7:00 a.m.) so that commuters traveling to work in the morning might see the lift
in progress and completed in the evening on their way home.
Tank Logo:
We provided Landmark with the orientation of the logos as we discussed (NW and SE) and the larger logo
dimensions. After reviewing the layout in color, the contractor is concerned that the logo may "wash-out" at a
distance greater than ½ mile. We are enclosing a 1"=20, scale color plot of the logo. If you hold this logo
exhibit approximately 11 feet away, it will approximate the size and appearance of the logo on the tank at ½
mile distance.
For your information, Highway 121 is approximately 1,700 feet from the tank at its closest point (7-feet at a
scale of 1"=20') and I.H. 635 is approximately 5,600 feet away at its closest point( 22 feet at a scale of
1 "=20').
We have prepared several variations to the logo that might enhance the visibility at distance. Please take a
look at these using the same method and let us know what you think. We would like to resolve this issue by
early next week in order to have the contractor place the logos on the tank prior to lifting. We recommend
the City consider using the modified logo shown on Exhibit Number 5, which has solid colors and wider
spacing between the letters.
