Dear Mr. and Mrs. Alexander:
Thank you for your continued cooperation regarding the purchase of land for the
construction of Freeport Parkway. After several conversations with you we have revised
the following offer:
Parcel 5 consists of 12,240 square feet of land. The city's typical approach to purchasing
land from adjacent property owners is based on the value determined by the Dallas
County Appraisal District. The appraisal district lists the value of your land at $2.76 per
square foot. The City of Coppell would offer you $33,782.40 at this rate (12,240 square
feet x $2.76/sf) for acquisition of the portion of your property depicted in the attached
exhibits.
In addition to the above offer, as discussed, we will provide you with a second driveway
entrance to your property and provide a median opening with a left turn lane for access to
your driveway, (See Attachment). We will also be placing a water line stub out in the
event you would like to receive water service from the city in the future. We will also
designate the existing structure as a legal non - conforming structure for the life of the
structure.
In addition, we will include a portion of your property that can be removed from the
floodplain in our flood study, which would save you the cost of a future flood study. We
will also do the grading and fill work to bring that portion of land out of the floodplain in
compliance with FEMA regulations and our city ordinance. The maximum amount of
land that can be reclaimed is approximately 7,500 square feet, as shown in the hatched
portion of the drawing with the blue dashed line. As stated, we would go with option 1
which would be to add the fill material and bench it down to maintain a safe slope. This
would save you approximately $50,000 in the future.

We will also compensate you for the 15 trees that need to be removed for $2,000 per tree
for a total of $30,000.
If the above offer is acceptable, please sign below and return the letter to this office.
Once the letter is received, the process for payment of the $63,782.40 can start.
Construction is scheduled to start during 2012, and the city needs to acquire this property
as soon as possible. Your consideration of this matter is appreciated, and if you have any

Being a 0.281 of an acre tract of land situated within the JOHN F. VEST Survey,
Abstract No. 1508, and being a portion of a tract of land described to Joseph Michael
Alexander and wife Linda J. Alexander by deed recorded in Volume 99242, Page
2628, Deed Records of Dallas County, Texas, and being more particularly described
by metes and bounds as follows:
COMMENCING at a 1/2 inch iron rod found for the southwest corner of a tract of land
described to Henry H. Tate by deed recorded in Instrument No. 200600245285, of said
Deed Records, said point being in the east right -of -way line of Freeport Parkway (a
variable width right -of -way);
THENCE North 00 °07'38" West, with said east right -of -way line, a distance of 204.32
feet to a point for the west common corner of said Alexander and Tate tracts, to the
POINT OF BEGINNING;
THENCE northerly, continuing with said east right -of -way line, a distance of 312.80
feet to a point for the northwest corner of said Alexander tract;
THENCE North 89 °18'07" East, a distance of 37.63 feet to a 5/8 inch capped iron rod
stamped "TNP" set for the beginning of a non - tangent curve to the right, having a
radius of 8,055.00 feet, and a chord that bears South 00 °35'20" East, 97.00 feet;
THENCE along said curve to the right, over and across said Alexander tract, an arc
length of 97.00 feet to a 5/8 inch capped iron rod stamped "TNP" set for corner;
THENCE South 00 °14'39" East, continuing over and across said Alexander tract, a
