Re: Bethel School Road Improvements
Dear Mr. Goram:
In response to your letter regarding comments from the various
Public Works departments on the above referenced project, we offer
the following:
Carl Bass, Water Utilities Foreman
Comment 1: No water valve marking on the southeast corner of
Leavalley.
Answer: Unsure as to meaning of comment. If there is supposed to
be a valve on 6" going south on Leavalley, our surveyors did not
locate it. If you know that there is one in that vicinity, please
advise us. If you want us to add one, please advise.
Comment 2: Abandon existing 1" PVC water service going to 501
Bethel School and bring a new service from across the street.
Answer: No objections. We have to get a price from contractor
for this item. Please indicate on plans, or by station,
approximately where you want new service to be placed.
Comment 3: Would like 8" water main crossing creek concrete
encased.
Answer: Assuming the pipe in question is near the "park," we will
concrete encase it when it is lowered, as per city standard
details.

Comment 1: No indication of existing signs on the plans at all.
Answer: We normally do not indicate street signs, since city
usually takes care of signage on an improvement project.

Comment 2: Ail of the signs along Bethel between Heartz and Moore
will have to be pulled out.
Answer: Temporary construction signs will be responsibility of
contractor. Permanent speed limit, stop sign, street signs, etc.,
will be responsibility of city.
Comment 3: Would like to be informed ahead of time before
construction starts.
Answer: We will keep your staff informed, thru you, by advising
you of preconstruction conference and beginning of construction.

Comment 1: Would like to see area around pocket park graded so
mower can easily mow and maintain area. Maximum slope should be
no greater than 5:1 or 20%.
Answer: The slopes will be 3:1, which is easily maintained.
There is not enough area available along south side of road to
flatten slopes to 5:1. If we flattened the slopes to 5:1 on the
north side, we would possibly lose more trees than expected.
Comment 2: Plans for irrigating median at parking...push sleeves
under roads.
Answer: If this is accepted as an alternate by council, we can
accomplish this request. Please indicate on plans size, location
and type sleeve you desire.
Comment 3: Who is going to remove trees, and what protective
measures will be used to protect existing trees?
Answer: The contractor will remove all the trees within the
right-of-way, designated on the plans, to be removed. Protection
of all other trees will be responsibility of contractor. We can
request them to address that situation at the preconstruction
conference.
Comment 4: Prohibit construction vehicles and equipment from
parking in or using park area for overnight parking or storage of
materials.
Answer: We can request that of the contractor at preconstruction
conference. It is his responsibility to secure a place for
vehicles. If the city so chooses, they do not have to allow
contractor to park in the park area. Any areas destroyed or
disturbed, due to construction, will be replaced in as good a
condition or better.
Per Birdsall, Streets Foreman
Comment 1: At 4x8 box culvert, have plans been made to improve
the drainage downstream.
Answer: We will be improving the ditch for approximately 60 feet
downstream of the proposed drainage structure. Improvements
beyond this will have to be part of another separate project.
Comment 2: Removable childproof grating should be placed at
either side of 4x8 box culvert.
Answer: Although the box culvert presents itself as an
"attractive nuisance," placing grating over the openings would be
detrimental to design flows, and could cause other problems.
After the project is completed and the city feels it is
required; then, at that time the city may want to modify the
openings. It is our opinion that the gratings should not be
placed over the ends of the box culvert.

Comment 1: Delineate the storm sewer systems on the drainage area
map.
Answer: The drainage area map is of such a small scale, that
adequate information cannot be shown. We have indicated the
inlets on the drainage area map.
Comment 2: Please show hydraulic calculations on the storm sewer
profiles.
Answer: O.K.
