DATE: February 23, 1987 SUBJECT: Bethel School Road - Homeowners Meeting A public meeting was held at Town Center on February 16, 1987, concerning the Bethel School Road Improvements. All property owners involved were notified and invited to attend. Approximately 30 - 35 people were in attendance. We appreciate the very positive attitude of the homeowners regarding this project. Some pertinent questions were asked regarding a number of items. We answered most of the questions at that time and indicated our willingness to work with the homeowners on those questions that were unanswerable. The following is a brief recapitulation of the meeting. Wayne Ginn presided at the meeting and made some opening remarks prior to opening the meeting to questions from the audience. Ginn's statements included: A May 1985 citizens opinion survey indicated that a 27' wide street was all that was needed; 100% agreed to no parking on the street; 63% wanted sidewalk; 60% wanted sidewalk on one side only. February 11, 1986 Council meeting: Made and approved a motion to construct Bethel School Road as a 27' wide pavement, with storm drainage designed to allow for future widening and sidewalks provided. Initial scheduling was to design the project between February and August 1986, with construction beginning in September 1986. The design has been completed since August 1986. Construction could not begin due to Lone Star Gas Company's proposed relocation of a major 8" feed line that supplies the City of Coppell. In order to accommodate the citizens of Coppell during cold weather time, it was agreed that Lone Star Gas would not begin construction until April 1987. The project was designed as 27' wide street, sidewalk along the north right-of-way line, and the storm drainage system designed for possible future widening. Ginn sees the construction as basically two phases. Construct the north half of the road entirely while existing traffic travels one-way eastbound; then, transfer one-way traffic to north side, westbound, and complete the construction of the south half of the road. We feel the design is within budget at this point in time. Anticipate advertising in April or May 1987; begin construction in mid-June 1987; and complete the project within 270 calendar days. 17103PrestonRoad · Suitel00 · LBll8 · Dall~,Tex~75248 · ~one214/248-4900 Additional items brought up by Ginn that may need citizen input and discussion were: Brick pavers - Streetscape plan makes no provisions for other than at Heartz and Moore Road. Sprinkler system - Have owners remove/relocate those portions within City right-of-way. City will allow a maximum of $250.00/house. Work hours - Restrictive work hours will be Monday - Friday 8:00 a.m. to 6:00 p.m.; Saturday 9:00 a.m. to 4:00 p.m.; and no work on Sunday. Landscaping - Any private landscaping (not within the City right-of-way) if destroyed, will be replaced in "as good" condition or "better." Ginn concluded by reminding residents that there will be inconvenience to citizens throughout the duration of the Lone Star Gas relocation and the construction of Bethel School Road. These inconveniences are inherent in construction in residential areas. Ginn then opened the meeting to questions from the homeowners. Items which were addressed are as follows: 1. Gas company relocation 2. Aesthetics of "bridge" at park area 3. Bridge railing or fence at culvert, near park 4. Sprinkler systems 5. Sidewalk locations 6. Grades on the west end of Bethel School Road 7. Grading and slopes on yards 8. Homeowner's dealing with Lone Star Gas when relocation occurs, regarding sprinkler systems 9. Sight distance problem Leavalley and Bethel 10. Street lights 11. Completion of Moore Road as how it relates to Bethel School Road 12. Individual homeowner's questions pertaining to their property 13. Drainage concerns at miscellaneous locations We requested, from the spokesman for the homeowners, input on some specific issues and asked that they get back with us as soon as possible. We will make every effort to contact those people and address their concerns.
