Dear Mr. Parche:
I am in receipt of your letter of November 3, 1988, regarding the
subject topic. I appreciate your efforts to integrate your
development requirements into the City Public Improvements, saving
money and items covered in the last paragraph of your letter.
I immediately called Wayne Ginn, and he informed me that John
Karlsruher was looking at your letter. I have forwarded your letter
to Ginn, Inc., the Project Manager for the City, as well as the City
Plan Reviewer. I will seek the information you requested, and
provide to you, as outlined below, but cannot ~uarantee the November
15, 1988, deadline you have presented to this office. I hope that
the recent advice you received will not delay you any further than
you have been in the past. (I recall Kevin Peiffer advising you of
the requirements for this request in a DRC meeting many weeks ago).
I concur that a median opening can be approved if the owners on both
sides of the thoroughfare (and along the roadway on both sides, for
an appropriate distance) approve the location, etc. Traffic
EngineerinG DesiGn and City Codes must be considered; and the
funding and construction coordination must be worked out. Also, you,
the initiator, must bear the burden of providing what is needed to
make this work.
Regarding your October 7, 1988 letter to Ginn, Inc., if you can not
get the agreement on the south cuts, perhaps we could still get
construction joints in position, so as to not require saw cuttinG,
etc. You have obviously gotten some answers to this letter, since
you cite the December, 1988 paving start.
Let me address your items, as numbered in the November 3, 1988 letter:
1)
I can not necessarily authorize Ginn, Inc. to include the
cuts north of Parkway Boulevard, until we get information
needed and funding commitments made; then we can determine
whether staff can authorize the work, or if it is necessary
to seek City Council approval, etc.
2)
I have requested the project engineers to respond to this
request regarding resources need and when the funding
obligation can be determined.
3)
ABQ Development financial obligations regarding this
request must be assured before change orders can be issued
and/or work orders given. Please seek Frank Trando's, City
of Coppell Finance Director, advise and consent on various
options available, so that he can approve the expenditure
of funds when needed, etc.
Please provide me with the development plans (plan views, etc.) that
are approved or proposed to be approved by the City of Coppell, that
will be serviced by these median cuts. Your drawings no doubt serve
for the engineering and construction purposes, but I need to know the
planning established related to these median cuts, and you need to
furnish them to me for review, verification or other considerations.
We appreciate your efforts in initiating these efficiencies and cost
savings, etc. Thank you.
Jerry, why did Dr. Stanfield's office call me notifying me of the
timing 9f~the F.E.M.A. approval process?
