Dear Mayor Duggan:
I have received a copy of your April 25, 1986 letter to
Judge Fox.
The County has not yet contracted with a consulting engin-
eering firm for design and plan preparation for this pro-
ject. Before this can be done, project limits and a
scope of work must be developed.
As you know, the item for this project as shown in the
1985 Bond Program is for both Denton Tap Road (Belt Line
Road to Denton County Line) and Belt Line Road (Denton
TaP Road to Coppell City Limits) with funding for design
and construction of 4-lane urban thoroughfare (City of
Coppell participation). The bond program funds may be
applied to either or both roads anywhere within these
limits.
In order for the County to proceed with contracting for
design services, we must have the City's input as to
where and how they wish. the bond program funds to be
applied. We also need to know the amount and extent of
funding the City will commit to the project.
The total amount of funds to be available will, of course,
dictate the limits (length) and scope (number of lanes
and construction type) of any project which may be developed.
When these features are resolved, a City/County agreement
may be executed.

The Public Works Department has advised me they would be
pleased to meet with you, your technical staff, or anyone
whom you may designate to discuss t~he project, if ~you
desire. We are as anxious as you to implement the 1985
Bond Program item.
