Dear Mr. Balch:
During the Wednesday, June 7, 1989 thunderstorms in Coppell, our
resident project representative noticed that an earthen
embankment constructed by your bridge sub-contractor in Grapevine
Creek, downstream from the east bridge structure, had not been
removed as previously requested. You are hereby directed to have
this obstruction to the flow of Grapevine Creek removed as soon
as possible unless you can demonstrate that it is still vital
that it remain in place for further use in construction of the
Grapevine Creek bridge structure.
In its current condition, this embankment poses a threat to the
property adjacent to the creek due to its aggravation of the
current flooding.
