Left Turn Lane Variance Request for Sandy Lake Crossing Dear Mr. Doyle: As per your written request of April 13, 1989, copy attached, we have reviewed the variance request and have the following comments: 1. As mentioned in previous correspondence, the Coppell Subdivision Ordinance requires a minimum distance of 420 feet between median openings on major thoroughfares. The median opening which is the subject of this variance request is located approximately 242 feet south of the one currently under construction as a part of the Denton Tap Road Improvements Project. 2. The sketch submitted with the variance request represents a left turn lane design which is not in compliance with the Standard Construction Details of the City of Coppell. 3. The proposed left turn lane is separated from the northbound transition to the next standard left turn lane and median opening by approximately 20 feet of median curb. This close spacing of two left turn lanes may lead to traffic accidents resulting from drivers entering the first left turn lane by mistake and attempting to immediately correct their mistakes by jogging back to the right and into northbound traffic without first signaling their intent and checking for closely following traffic. We are opposed to allowing two left turn lanes to be located this close together. 4. We do not recommend that the City of Coppell include the construction of the proposed left turn lane as a part of the Denton Tap Road Improvements project if the variance should be approved by the City Council. Texas 75248 · Phone 214/248-4900 prepared to assume any liability for injuries, deaths, or damages arising out of accidents attributable to the inclusion of the proposed left turn lane in the project; and we do not believe that the City of Coppell is either. Therefore, we recommend that if the variance is approved, the developer be responsible for constructing the left turn lane at his sole expense, as a part of his development project. Se Please refer to the statements attributed to Mr. Ginn in the CONFERENCE MEMORANDUM attached to the variance request. These statements are inaccurate. Mr. Ginn's statements to Mr. Kurtz regarding this issue were that we could not approve the proposed left turn lane since it was at variance to the Subdivision Ordinance, but the developer could request consideration for a variance to the provisions of the Subdivision Ordinance for this item.
