Dear Mr. Karlsruher;
Statements made in your letter to Russell Doyle,
City Engineer, dated April 3, 1989 were totally
unfounded. As a representative of this City~ I was
responding to a complaint made by a citizen. Three
attempts had been made by the City Dispatch Division
to contact your field representative to alleviate
this situation along with myself contacting your
office directly to ascertain information for reaching
any additional on-site representatives i.e., project
manager and/or contractor. When no representative
could be found, I along with Lt. Mark Leonard
temporarily redirected a detour sign and placed
a "No Thru Traffic" sign in better view of ongoing
traffic in order to temporarily relieve the citizen
complaint. There were no barricades located in the
area and the police department had been instructed
to monitor the situation until your representative
or the contractor could be located.
Subsequently, contact was made with your field
representative within five (5) minutes of redirecting
the signs. Upon discussing the reasoning for
placement of the signage and making further
recommendations for additional signage to alleviate
the situation with your representative, an agreement
was reached which seemed to resolve the situation.
Lt. Leonard, Mr. Fleming and myself then proceeded
to meet with the citizen and inform him of our
proposed solution to his complaint.
Three of us also rode the entire project and found.~
inadequate directional signage and barricades at
the intersection of Denton Tap Road and Sandy Lake
Road. I'm informed that this poor planning resulted
in a traffic accident within a short time after
it was pointed out.

In conclusion, as a representative of the City,
it is necessary to give consideration to all citizens
affected by construction projects not just a select
few. The appropriate steps had been taken to contact
your office and field representative of this
situation. In the future, it would seem necessary
for your office, field representative, the project
manager and/or contractor and the City's
representative to be more thorough in your planning,
response and sensitivity to our citizenry in regards
to any construction projects.
