Denton Tap Road Improvements from Belt Line Road to Sandy.
Lake Road, Coppell, Texas.
Dear Mr. Doyle:
As requested in our telephone conversation of last week, I am
writing this letter to give you the facts concerning the status
of the Denton Tap Road Right-Of-Way width with respect to the
North Lake Nursery owned by Mr. Joe Bob Fikes. This project is
designed as a Principal Arterial (P6D) in accordance the
provisions of the Major Thoroughfare Plan and Subdivision
Ordinance in use at the time that the project was authorized. As
such a 120 foot wide Right-Of-Way was required for the roadway.
At the time that the design of the project was begun there were
several places along the road in which the existing R.O.W. width
was only 100 feet. Mr. Fikes' property is one of these locations
with inadequate R.O.W.
Since a large portion of the ~rontage of Denton Tap Road was
undeveloped at the time that design was started it was decided to
design the road to its full capacity and work with the adjacent
landowners to acquire the necessary R.O.W. by dedication as the
properties came in for platting if the property owners would
grant temporary construction easements and any permanent
easements necessary to build the road. This would allow for the
complete construction of the roadway, and give the adjacent
property owners some relief in this poor Real Estate market and
local economy.
This approach to the insufficient R.O.W. has been presented at
both property owner meetings, February 16, and December 17, 1987,
and one CBA luncheon, and has been, totally embraced by the
property owners. Mr. Fikes has been cooperative from the
beginning in granting the necessary temporary construction
easements, copies which are on file both here and in your
offices. ~
In all of our dealings with property owners and businesses
adjacent to Denton Tap Road we have stressed that in accordance
with the Thoroughfare Plan and the Subdivision Ordinance of the
City of Coppell, they will be required to dedicate additional
R.O.W. at the time of platting. To this effect we transmitted
marked drawings indicating the properties which have insufficient
R.O.W. to Mrs. Taryon Bowman on May 4, 1988.

On several occasions Mr. Fikes has made it clear to us that he
does not intend to dedicate any additional R.O.W. for Denton Tap
Road. He has stated that his intentions are to have the City of
Coppell pay him for the additional R.O.W. that is needed.
Recently, Mrs. Fikes has stated her intent to prevent the
Contractor from using the temporary construction easement which
has already been gra~tedto the city of Coppell.
As you are already aware we are currently trying to coordinate a
common driveway and median opening with Mr. Fikes and his
neighbor to the north, Mr. Bill Thompson. The location and size
of this driveway is yet to be determined by the property owners
and accepted by the city of Coppe11. We are awaiting their
revised plans.
