Denton Tap Rd. is currently under construction. L. H. Lacy Co.
is the General Contractor under Contract to the City of Coppell.
The Suggested Sequence of Construction for the project calls for
the construction of the west 3 (southbound) lanes of Denton Tap
Road first, while maintaining two way traffic on the existing
asphalt pavement and timber crossing. Once the 3 west traffic
lanes of Denton Tap Road and the west portion of the proposed
rubberized crossing are installed; two way traffic can be routed
on the new traffic lanes and crossing and the balance of the
paving, signal and crossing work can be completed away from
traffic.
In order to construct the west 3 lanes of Denton Tap Road and the
west side of the rubberized crossing as mentioned above, some
means for installation and maintenance of temporary signals
during construction of this phase must be established.
Mr. Daniels said that the new conduits for the signal system and
the new signal for the west side (southbound) lanes must be
installed as soon as possible. In discussions between all
parties it was determined that at the time two way traffic is
switched to the west side pavement, the existing signal for the
northbound traffic must be replaced with a temporary signal
located where the existing road surface is now located. The
signal for the southbound traffic can be utilized while two way
traffic is on the west side of Denton Tap Road.
L. H. Lacy Co. will pave around the existing southbound signal,
which must remain in use until two way traffic is actually routed
to the west side over the new pavement and rubberized crossing.
Once the traffic is switched and the old southbound signal is
removed, L. H. Lacy Co. will pave the blocked out area where the
old signal was located.
Mr. Karlsruher commented that the paving design grades are based
on the existing track grades. Mr. Clemons suggested that the
Maintenance of Way crews be allowed to build the west side of the
rubberized crossing prior to the paving of the west side, since
the track grades are not affected by the paving design and will
need no adjustment. All parties agreed that this is the best way
to proceed and that it will greatly expedite construction of the
project. This will also allow L. H. Lacy Co. to more closely
match the paving grades to the rubberized crossing.
Under the above scenario, the construction of the west side of
the rubberized crossing can begin as soon as Cotton Belt can
schedule their crews and without them having to wait for the
paving work to be completed by L. H. lacy Co. Materials have
already been ordered and the city of Coppell has received their
bill from the Railroad for 80% of the material costs along with
the fully executed easement and agreement for the crossing and
signalization.
L. H. Lacy Co. is scheduled to begin paving in December, thus the
Railroad's signal and crossing work for the west side should be
scheduled, if possible, to be accomplished between now and then.
The balance of the work for the signals and the east side of the
crossing can be completed away from traffic and will need to be
further coordinated between L. H. Lacy Co. and Cotton Belt.
All parties were in tentative agreement %o b~ginning work on the
west side of the road in the time frames discussed above. All
attendees must further check within their organizations to verify
the proposed schedules and respond as soon as possible with
either confirmation of the above or proposed changes in the
schedules.
It was mentioned by Mr. Karlsruher that Conoco must perform work
on their 6" petroleum products line which might hold up L. H.
Lacy Co.'s efforts on the south west side of the crossing.
Conoco has not yet scheduled their work. Once Ginn, Inc. is
notified of Conoco's schedule, they will contact all parties
concerned.
Ginn Inc. supplied Cotton Belt with blue line prints of paving
plans, drainage plans and paving cross sections of the area of
the crossing, for their use in preparing any layouts necessary
for their work.
Mr. Clemons and Mr. Daniels both suggested that Mr. Art Soto of
Cotton Belt be sent a copy of the minutes of this meeting in
order to be informed of the developments on this project. It was
also specifically noted that Mr. Soto be made aware of the intent
to construct the crossing and trackwork in two sections, since
the road cannot be closed in order to construct the entire
crossing at once.
After a recap of the major items agreed upon, the meeting was
adjourned.
