ST8201-CS 880908GINN, INC. September 8, 1988 Mr. Russell Doyle, P.E. City Engineer City of Coppell P.O. Box 478 Coppell, Texas 75019 Re: Denton Tap Road Improvements from Belt Line Road to Sandy Lake Road, and from Sandy Lake Road to Denton Creek, Coppell, Texas. Dear Mr. Doyle We are forwarding, for your consideration, a letter from L.H. Lacy Company dated August 25, 1988, concerning the speed limit on Denton Tap Road within the limits of construction. We believe that their intent is to have the City Council consider a resolution to reduce the posted speed limit on Denton Tap Road for the duration of the project. On past projects in Coppell we have been informed by the City Attorney that City Council action is unnecessary for establishing temporary, lower speed limits in construction areas. However, a check with the City of Plano Traffic Engineering Department pursuant to our telephone conversation of this morning, yielded information which you may find useful in your consideration of the aforementioned request. The City of Plano had, in the past, experienced difficulties with enforcing temporary speed limits in construction areas, and as a result established policy of requesting that the City Council consider resolutions adopting ordinances setting temporary speed limits within the limits of construction projects, which expire upon completion of the project. We suggest that you first request the opinion of the City Attorney in this matter and formulate your plan of action after you have received his response. Please advise us of your decision in this matter. We have also enclosed a copy of our letter of response to L.H. Lacy Co. Sincerely, Karlsruher, P.E.
