Dear Mr. Snyder: We are forwarding your letter of August 25, 1988, concerning the speed limit on Denton Tap Road to the City Engineer, Mr. Russell Doyle for his consideration. It has been our experience on past projects in Coppell that City Council action is unnecessary for establishing temporary, lower speed limits in construction areas. We would like to point out that L.H. Lacy Company, as the Contractor, has a responsibility under the Contract to post the appropriate speed limits within the limits of construction, and the traveling public has the responsibility to observe all warning signs in construction areas as prescribed under the laws of the State of Texas. Please refer to the Contract, Section 00650 Special Conditions Paragraph 1.4, B. on page 4; Paragraph 1.25, 1. on page 15; Paragraph 1.25, 12. on page 17. For your convenience we have attached copies of these pages highlighting the applicable sections. Safety is of the utmost importance, and we appreciate your awareness and commitment to safety on this project. Sec. 00650 4 !_.2_3_~UGGEST~D S}~QUENCE OF CONSTRUCTION The sequence of construction shall conform to that which is shown on the project Plans. The Contractor may submit a revised sequence of construction for review by the Engineer. The proposed revision must be approved in writing by the Engineer to modify the project Plans. The Contractor will be required to submit a timetable, prior to the beginning of construction, addressing when the principal items of work shall be conducted. This project is to be constructed in accordance with the Contract documents, these Specifications, construction Plans and the Texas State Department of Highways and Public Transportation Standard Specifications for Construction of Highways, Streets and Bridges, September ], 1982 edition, Part Il, Construction Details, and as amended herein, f;aid Standard Specifications amended) are a part of the Contract Documents. Parts I and III of the above Standard Specifications are hereby deleted and replaced with Division 0 - Bidding and Contract Requirements of these documents. !:.2~ _QENKRAI, NOTES 1. The Contractor shall plan his work sequence in a manner that will cause the minimum interference with traffic during construction operation. Access to facilities must be maintained at all times throughout the duration of the construction. Prior to start of any excavation, Contractor shall have laid out (horizontally and vertically) all components of the project, and have them reviewed by the Engineer before proceeding. The Contractor shall be responsible for all a].ignment and elevation control .
