DISCUSSION: This is a request to allow the development of one house on a 1.49-acre parcel. It is bounded on the west and northeast with housing on 9000 square foot lots, so the proposal (from a lot size perspective) easily fits into the overall neighborhood. By meeting our platting and landscaping requirements, this proposal compliments the existing development, and would be a positive addition to the community. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Staff recommends approval of the minor plat subject to the following conditions: -acknowledgement that no improvements or grading will be allowed in the lO0-year flood plain, and delineate the FEMA floodplain on the plat -clearly show zoning boundaries on this property as well as the zoning surrounding this plat -provide the drainage easement requested by Engineering -recognize that due to the erosive banks of the creek, erosion protection may be needed -if, at some future date, the cabana/pool can be constructed, the applicant/property owner acknowledges that because of its remoteness, fire/emergency service response could be delayed -compliance with landscape regulations of the Zoning Ordinance ALTERNATIVES: 1) Recommend approval of the request 2) Recommend disapproval of the request ATTACHMENTS: 1) Minor plat document 2) Departmental comments Item # 6 w ENGINEERING COMJl/IENTS ITEM: McMillan Estate, Lot 1, Block 1, Minor p__l~_; a zoning change request from "SF-9 and C" to "PD-SF-9", to allow the development ora single residential home on L 49 acres of property, located along the north side of Bethel Roat~ approximately 120' east of Hearthstone Lane, at the request of Holmes Builders, ln~ DRC DATE: January 28, 1999 and February 4, 1999 CONTACT: Mike Martin, P.E., Assistant City Engineer (972-304-3679) 1. The floodplain delineated on the minor plat does not reflect the floodplain limit shown on the FEMA Map. 2. No improvements or grading will be allowed within the 100-year floodplain until a floodplain study is reviewed and approved and a floodplain permit issued. 3. A minimum of 20' drainage easement needs to be provided to encompass any proposed drainage improvements. 4. Due to the erosive banks of the creek, erosion protection may be needed.
