Dear Mr. Martin:
EBCC and our subcontractors have completed the major pay items on this project to include the
traffic markings, pavement, and concrete pavers. Completion of these pay items permitted
EBCC to place traffic in its final configuration, thus providing the traveling public with full
utilization of the roadway. This work was completed on December 11, 2000. We request that
the date of substantial completion be established as December 11, 2000 and that time charges be
stopped as of that date.
