TRANSPORTATION: State Highway 121 is a AA, four-lane divided to be built in a 450'-wide right-of-way. SURROUNDING LAND USE & ZONING: North - vacant; "LI" Light Industrial; South - vacant; 'LI" Light Industrial; East - vacant; 'LI" Light Industrial; West - vacant; "LI" Light Industrial. COMPREItF2qSIVE PLAN: The Comprehensive Plan shows the property suitable for light industrial and showroom type of uses. Item # 7 DISCUSSION: Ms. Lynn Clark has submitted a letter which expresses many legitimate neighborhood concerns arising out of the experience of drilling the first Callejo well. A copy is included in the packet. The location of the proposed second well more than a quarter of a mile farther from residential areas will reduce these negative impacts significantly. Planning staff believes that the greater distance will be sufficient to mitigate the noise problem. While drilling noise is constant all day and all night, it is no louder than most truck and aircraft noise. It is also temporary. Light sources can be shielded. Truck traffic can be restricted from using Coppell Road, as it was previously. Operations can be limited to drilling for gas only. Finally, planning staff considers one tank battery for the two wells preferable to two. The battery plans should be revised. Also, another location for the tank battery may be more suitable. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Planning staff recommends taking under advisement until plans have been revised properly. If P&Z should elect to send the case forward to Council, any approval should be subject to F~gineering and Fire Department Comments and, at a minimum, the following conditions: 1. Drilling, limited to gas exploration only, to commence only after Callejo #1 is in production. 2. If the well is dry, the applicant will return the site to pre-well conditions. 3. The S.U.P. for Callejo #1 must be revised to remove the condition speciflting that additional wells will be drilled no closer than 2,640 feet. 4. The well head will be fenced, based on the site plan. 5. There will be on-site supervision of 'gatherers" of liquids. 6. The route of ingress and egress of the facility will be as follows: with TxIX)T approval, traffic will be allowed directly to and from State Highway 121, or to enter, traffic will be allowed from 121 east on Sandy Lake Road to the facility and to exit, traffic would go west on Sandy Lake Road. No access to the site will be permitted from Coppell Road. Item # 7 7. The site will have a landscape irrigation system. 8. Tanks containing liquids shall be no taller than $ feet high and shall be emptied between the hours of 12 midnight and 6 a.m. 9. The color of the tanks shall be an earth tone/sandy color. 10. Artificial light sources shall be shielded from the south and east. 11. Change of ownership of the property, change of operator of the facilities or violations of the special use permit or other ordinances of the City shall be cause for review by the Planning and Zoning Commission or City Council which may direct the Planning and Zoning Commission to call a public hearing to revoke the special use permit, and/or recommend other appropriate zoning. 12. Revision of the si~e plan to show one tank battery consisting of 4 tanks and 2 separators. 13. Provision of an emergency preparedness plan which complies with applicable state and federal regulations. ALTERNATIVES: 1) Recommend approval of the request 2) Recommend disapproval of the request 3) Recommend modification of the request 4) Take under advisement for reconsideration at a later date.
