Roadway Impact Fees/All Care Veterinary Clinic

On February 25, 1997, a Roadway Impact Fee assessed by the City of Coppell in the amount
of $3908.44 for Service Area 1 was paid by a representative of All Care Veterinary Hospital.
In the past few weeks, the owner has asked the City to review the 1980 Univest Agreement to
determine if the Roadway Impact Fee is applicable on the property he is developing since it is
described in the agreement. Upon review of the Univest Agreement, a determination was made
that this development should not be assessed for Denton Tap Road or Sandy Lake Road.
The Roadway Capital Improvement Plan in the City of Coppell Roadway Improvement Fee
Study indicates that money collected in Service Area 1 could be used to compensate cost or fund
roadway improvements for the following roadways: Parkway Blvd., Denton Tap Road, Coppell
Road and Sandy Lake Road (see attached sheet).
To determine the revised Roadway Impact Fee a percentage was calculated by subtracting out
the total cost in Service Area 1 for all projects concerning Denton Tap Road and Sandy Lake
Road and dividing the remainder by the total cost of all the projects in the service area. By
doing so the calculated percentage is 10.55 %. Therefore the adjusted Roadway Impact Fee for
the referenced project is $3908.44 x .1055 = $412.34.
Please issue a refund check to All Care Veterinary Clinic in the amount of $3496.10.
