Artisan Landscape-PS 970717 INTRODUCTION Good evening, Commission, Staff, Friends & Neighbors My name is Brian Sandleback. I'm · The proud father of a 2 & 1/2 year old son · A proud one-time husband of 15 years. · I've been a proud resident and property owner here in Coppell for the past 12 years, residing at 407 Cooper Lane · I founded my company, Artisan Landscaping here in Coppell 10 years ago · I'm a Degreed Agriculturist with a minor in Biology and a Texas Master Certified Nurseryman My purpose here today is to prove to you that it is in the best interest of not only Howell and Bullock Drive, but our community as a whole to issue Artisan Landscape, Inc. its' Commercial-SUP status. BODY Due to the previous tenants that inhabited this property, 832 Howell has been a disgrace to our community for the past 3 - 3 & 1/2 years. · There has been a highly visible Dumpster blocking the alley overflowing with filth · They have had numerous broken down old trailers stacked high with dangerous jagged debris blocking traffic and littering nearby properties · The old existing 6' fence continually deteriorates · The building itself is at a point of decay and the grounds have not been properly maintained I want to chan~,e all of this! Not only have I listened to the D.R.C. and P & Z staff, but I have met and exceeded their requirements. More importantly, I've listened to my future neighbors and I have come up with a comprehensive plan which sits before you that tums this rat hole into a beautiful, respectable, proud place. Open for discussion are the staffs comments which you received prior to this meeting. The staffs first concern is the width of the proposed new concrete drive in which I have addressed here on these two new renderings. (Refer to renderings) The staffs second comment pertains to my specification of an 8' treated wood fence instead of a 6' masonry wall. I understand that I can possibly receive a variance from City Council on this matter - so - at this time I ask for your approval subject to this condition. Last - but certainly not least, the staff is highly concerned about the "intensity" of a landscape contractor business working out of this location. With no disrespect intended I can honestly say that the staff has "PERCEIVED" an over-exaggeration of this property's use. Their comments written to you are as follows: (Refer to their comments) In order to accommodate this "intensity" issue, I have compiled in writing, guidelines in which I am comfortable with and at this time wish to make these a permanent record of this meeting. (Pass out guidelines) You should realize at this point that I have met all your requirements. I have done what is right and I haven't asked for any favoritism or unreasonable requests. I have been tough on myself for the benefit of this community. Personally and through Artisan Landscape, this community has benefitted from my memberships and services, not to mention the taxes collected and paid. · I'm a charter member of our Chamber of Commerce · I served on St. Ann's Building Committee, Phase I · I was a monetary patron donor, and valued volunteer in the construction of Kid Country · I've actively and constantly supported area youth activities such as soccer, baseball, band and school related activities · For the past several years I've made contributions to the Coppell Family YMCA · I'm an active member of Christ Our Savior Lutheran Church CONCLUSION In conclusion, I have not only met or exceeded all requirements necessary to be granted our C-SUP status but I have also sat down and visited with the majority of area property owners and received their approval in writing in which I would like to submit to you at this time. In addition, I would like to bring to your attention that as of Tuesday, June 16, 1997, out of the 24 requests for replies that were sent out by Coppell P & Z staff to property owners in the area of concern, there were only 3 replies mailed back, all were in favor of granting us our C-SUP. At this time I request that you approve our C-SUP, subject to the conditions previously mentioned, and I would gladly accept any of your questions at this time. Thank You GUIDELINES Guidelines submitted by applicant, case No. S-1129R, Artisan Landscape, Inc. as reassurance to city staff, the Planning and Zoning Commission, residents of Coppell and neighbors as to this property's use. Item 1; Under no condition shall Artisan Landscape, Inc. accept deliveries of materials from semi-minks or other trucks larger than a small 6 cubic yard capacity vehicle. Item 2: The residential structure shall be used as general office consisting of management, designer/architects, and secretarial support. Item Under no conditions shall Artisan Landscape, Inc. allow any area outside of the screened in rear portion of the property to be used as storage. Item 4: Under no conditions shall Artisan Landscape, Inc. allow the Dumpster to be placed outside of the screened in rear portion of the property. Item Under no condition shall Artisan Landscape, Inc. support or find it acceptable for its employees to park on neighboring properties, the alley, or on Howell Drive. Item 6: Artisan Landscape, Inc. agrees to limit the hours of operation for its construction business from 7:00 a.m. to 7:00 p.m. Monday through Saturday. Small deliveries of goods shall only be accepted Monday through Friday from 8:00 a.m. to 4:00 p.m. Item 7: The maXimum number of company trucks and or employee vehicles that will be parked inside the screened fence at one time shall be six.
