Dear Administrator:
I am appraising the referenced tract for TXDOT in preparation for litigation.
I visited with Michael Martin a few days ago concerning the referenced tract. He indicated at that time that
a permit to modify the floodway or flood plain on the referenced tract had not been issued by the City. He
also indicated that no such request had been received.
Subsequent to that visit, I observed a cut and fill operation in progress on the referenced property. I called
Mr. Martin and he again said no permit had been issued.
It is very important in my value estimate that I reflect the current status of the uses to which the land can
be put. I would appreciate receiving responses to the following questions:
1. Has the City of Coppell issued a permit of any kind allowing modification of the floodway/flood
plain land on the referenced property ? I'X~O
2. If so, what cut, fill, or other modification does the permit allow
3. If such a permit has not been issued, what studies would the property_ owner be required to provide
