Executive Summary
Property Assessment Consultants, Inc. performed an
environmental assessment of 12.69 acres of vacant land located
at 600 Coppell Road in Coppell, Texas. The environmental site
inspection was performed on May 26, 1994. The purpose of this
assessment was to determine if any environmental concerns
exist on or near the subject property.
The subject site consists of a 12.69 acre tract of vacant land
located in an area of the City of Coppell characterized by
undeveloped pastureland and recent single family residential
development. The tract is bordered to the west by Coppell
Road, and to the north, east and south by vacant land.
Vegetation on the site is limited to native grasses and trees.
Geotechnical borings were being performed on the site for Gee
Consultants, Inc. on the date of inspection.
Potential environmental concerns were not identified during
this investigation to be associated with conditions on-site or
on adjacent sites. The Client may wish to have the partially

buried propane tank located on the southwestern portion of the
site removed, although it does not constitute a risk for
potential environmental impairment of the site.
Historical research and visual observations undertaken did not
reveal any former or current environmental conditions,
problems or situations impacting the subject site from the
presence of hazardous waste/materials.
Based on the available evidence, the subject site does not
appear to have been impacted by the presence of hazardous
materials, and additional investigations of the subject
property do not appear to be warranted at this time.

2.0 Site History Research
A record of historical ownership for the previous 50 years was
obtained from a review of tax records, deed records and plat
maps and is included in Appendix A of this report.
Historical ownership records reviewed did not reveal any
apparent environmental impacts to the subject site resulting
from historical ownership and/or property use.
Aerial photographs were reviewed for the years 1950, 1971,
1980 and 1990. The 1950 aerial photograph revealed the site
to be occupied by two buildings on the northwest and southwest
potions of the site. Properties to the west and north are
wooded, and properties to the east and south are cleared
pasture and farmland, respectively. The eastern portion of
the site appears to be pastureland. The 1971 aerial

photograph revealed the subject site to be partially wooded
pastureland, with on-site improvements limited to a road
traversing the site from west to east, and several small
structures visible on the west and southwest boundaries of the
site. A wooded stream channel traverses the western potion
of the site from south to north. Evidence of extensive
earthen filling of the tract to the west of the site is
visible. Filling and/or regrading of the sites bordering the
north, east and south of the site are also visible in the 1971
photograph. The subject site is essentially unchanged in the
1980 aerial photograph, with exception of the absence of the
small structure on the southwest boundary of the site, and the
prese'nce of what appears to be a residence or barn on the
northwestern portion of the site. Evidence of additional
landfilling is not apparent on the adjacent properties. The
1990 aerial photograph does not reveal the presence of any
structures on the site, or use changes since the 1980
photograph. The sites bordering the east and south of the
subject site show evidence of dirt removal and/or regrading.
A sharp drop in elevation is visible to the east of the site,
evidently resulting from removal of soil from the adjoining
site.
The USGS Topographic Map, Grapevine Quadrangle, compiled from
aerial photographs taken in 1956, shows the subject site to
be occupied by two structures on the northwest and southwest
portions of the site. The map identifies gravel pits to the

south of the site, and filling of sites to the southeast, east
and north of the site. The topography of the site as shown
on the map is consistent with the topography of the site on
the date of inspection.
Potential environmental concerns were not noted in the review
of aerial photographs. Aerial photographs are attached in
Appendix B.
3.0 Geolog~/Hydrologv
The topography of the subject site is generally rolling, with
the regional topographic gradient trending to the north.
HydraUlic flow is generally in a down-gradient direction,
usually toward the nearest surface water body. Surface
drainage in the subject area is anticipated to flow to the
north in the direction of Denton Creek, located approximately
0.5 miles to the north.
The subject site is not located in the 100-year floodplain,
according to the FEMA Flood Insurance Rate Map. Community
Panel No. 480170 0010 D. Depth to potable groundwater near
the site is approximately 400 feet, according to Texas
Department of Water Resources, Report 269, Occurrence,
Availability, and Chemical 0ualitv of Groundwater in the
Cretaceous Aquifers of North-Central Texas. The potable
aquifer of concern in this area is the Twin Mountains
Formation. The registered water well located in closest

proximity to the site is the City of Coppell water well,
located approximately 2.0 miles to the southwest of the site.
The geotechnical investigation conducted on the site by Gee
Consultants, Inc. revealed that shallow, perched groundwater
occurs at depths of 7 to 10 feet in some areas of the subject
site.
The subject site is located in the Eddy-Stephen-Austin and
Eddy-Brackett-Urban Land Complexes, according to the U.S.D.A.
Soil Conservation Service, Soil Survey of Dallas County,
Texas, 1980. These soils are characterized by a surface layer
of silt clay and clay loam approximately five to 10 inches
thicK, underlain by layer of silty clay to a depth of
approximately 32 inches in the Eddy-Stephen-Austin, and
underlain by brown loam and limestone to a depth of 14 inches
in the Eddy-Brackett series. The underlying material is
platy, fractured soft chalky limestone. These soils are
characterized by slow permeability and high corrosivity.
4.0 Site Inspection
Mr. Steve Skelton of Property Assessment Consultants, Inc.,
performed the environmental inspection of the property on May
26, 1994. The Site Plan is depicted in Figure 2 on the
following page. Site photographs are located in Appendix C.
The subject site was vacant and covered with native grasses
and trees at the time of the field inspection. An small stock

shed was observed on the southwestern boundary of the subject
site (Photo No. 2). A partially buried propane tank was
observed adjacent to the stock shed (Photo No. 4). A 42
gallon drum containing animal feed sacks was observed adjacent
to the shed (Photo No. 3). No other improvements were
observed on the site during the inspection, although the
geotechnical crew conducting a geotechnical investigation
noted the presence of a shallow water well on the northeast
portion of the site. Miscellaneous household refuse was
observed in a geotechnical boring on the northeast portion of
the site at approximately six feet in depth. Limited amounts
of fill material were also identified in this location. Soils
on th~ site were generally native rather than introduced fill,
suggesting that the subject site had not been extensively
excavated or filled, as adjacent properties showed evidence
of. The refuse in the one location of the site appears,
therefore, to have been associated with the discard of
household waste on-site by residents on the site, and does not
appear to constitute a significant concern for the site.
Vegetation on the subject site appeared healthy, and the soil
did not appear stained or discolored. Soil or surface water
contamination was not observed on the subject site.
Based on the results of the site inspection, potential
environmental concerns for the subject site were not observed.

4.1 Hazardous Substance Identification
Potentially hazardous materials were not observed on-site
during the field investigations. While no sampling was
performed within the scope of this investigation, visual
evidence of hydrocarbon contamination of soils on the subject
site was not observed during the geotechnical investigation
performed by Gee Consultants, Inc. although buried refuse was
observed in a boring performed on the northeastern portion of
the site.
4.2 Transformers
There were no pad or pole-mounted transformers observed on the
subject site.
5.0 Adjacent Properties
Present land usage of adjacent properties was investigated to
determine the impact of potentially adverse environmental
conditions to the subject site from off-site sources.
Adjacent properties to the site include:

West: Coppell Road and vacant land
Potential environmental concerns were not identified to be
associated with adjacent properties.

Fire Department was contacted concerning his knowledge of any
hazardous materials incidents (such as previous landfilling,
chemical spills, releases, etc.) on the subject site. Mr.
Glidewell stated that he was familiar with the site, as he has
been a resident of Coppell since 1952. He mentioned the
historic presence of farmhouses and barns, and possibly a
propane tank on the property. He did. not recall any
landfilling on the site, although he confirmed the quarrying
of limestone and subsequent landfilling of adjacent ~roperties
to the west, north and south of the site.
Mr. Glidewell knew Mr. Chaffin, owner of the site in the
1960's, and was familiar with the site's previous use as
pastureland.
7.0 On-Site Tests and Sampling Results
No sampling was performed within the scope of this
investigation, although a geotechnical investigation was
performed on-site by Gee Consultants, Inc to evaluate local
soil conditions.
8.0 Regulatory Review
The following regulatory information was reviewed for
facilities located within one-half (1/2) mile radius of the
subject site on a zipcode basis. The Environmental Protection
Agency (EPA) National Priorities List (NPL) and Texas Natural

No non-registered PST facilities were located on-site or
adjacent to the subject site.
The closest PST and LPST facility listed in the database was
the Redi-Mix Inc. facility located at Highway 121 and Ace
Lane, approximately 0.5 miles to the north of the site. Based
on the distance of this facility, it does not appear to
constitute a concern for the subject site.

No registered RCRA, CERCLIS, registered municipal landfills
or TNRCC Spill Response database incidents were listed in the
database as being within a one-half mile radius of the subject
site.
A review of the EPA National Priorities List (NPL) and TNRCC
State Superfund Site List indicated that listed sites are not
located within a one mile radius of the subject site.
9.0 Conclusions
Research and visual observation undertaken did not reveal any
former conditions, .problems or situations impacting the
subject site from hazardous waste/materials.
10.0 Recommendations
Based on the available evidence, additional investigations of
the subject property do not appear warranted at this time.
The Client may wish to have the partially buried propane tank
located on the southwestern portion of the site removed,
although it does not constitute a risk for potential
environmental impairment of the site.
11.0 Limitations
Property Assessment Consultants, Inc. has performed this
preliminary investigation with diligence and detail consistent
with standards and practices prevailing at the time of the
report. The scope of this investigation was limited to:

observations made during the site inspection, interviews with
persons with knowledge of the site, review of readily
available public agency database reports and documents, and
review of literature, historical ownership and aerial
photographs.
The intent of the investigation was to assess the likelihood
of the presence of hazardous or toxic substances on-site
resulting from past or current uses of the site or adjacent
properties. Property Assessment Consultants, Inc. is unable
to predict events which may occur after the site visit and
result in the presence of such substances on-site.
There is no investigation which is thorough enough to
absolutely exclude the presence of hazardous materials
on-site, therefore, if none are identified as part of this
limited investigation, such a conclusion should not be
construed as a guarantee of the absence of such materials, but
merely the results of the investigation.
Property Assessment Consultants, Inc. has performed this
investigation in accordance with the proposal and
understanding with Bonham State Bank, and the report is solely
for the use of Bonham State Bank, and those parties requesting
the investigation.

The Resource Conservation and Recovery Act (RCRA) was enacted in
1976 by Congress to regulate current and future hazardous waste
management and disposal practices.
Under RCRA, a facility which generates, transports, treats, stores,
or disposes of a hazardous waste is required to register with the
EPA. The EPA maintains an inventory of these facilities called the
RCRA Notifiers List.
The Comprehensive Environmental Response, Compensation, and
Liability Act (CERCLA) - commonly known as Superfund - was passed
into law in December 1980. Superfund established a program to
identify sites from which releases of hazardous substances into the
environment might occur or have already occurred, and to respond to
these sites that were often abandoned. An inventory of these sites
is called the CERCLIS List.
The EPA National Priorities List consists of CERCLIS locations which
have been investigated and scored relatively high according to the
EPA Hazard Ranking System. The locations are scored according to
various factors which include: whether contaminatioh could be or
is being released to the groundwater, surface water, or air;
distance to the nearest human population; and the potential effect
on the area environment'. The NPL lists potentially hazardous sites
from across the country which may be eligible for long term remedial
actions'under the Superfund program. NPL sites are basically
"priority remediation" locations from the CERCLIS List.
Following an initial EPA investigation of a site in which hazardous
wastes are found, the site is ranked using the EPA Hazardous Ranking
Score System. If the site does not score high enough to be placed
on the National Priorities List, the site may be placed on the State
Superfund List (Texas Registry of Hazardous Waste Sites).
Remediation of the Registry sites must be achieved by responsible
party funding, with the aid of Federal funds, or with State funds
from the Texas Hazardous Waste Disposal Fee. A contaminated
location can be found on the Federal NPL and remain on the State
Superfund List until remediation is complete in some instances.
EPA National Priorities List (NPL) and TNRCC State Superfund sites
located within a one mile radius of the subject site are included
in Section 8.0 of the report.
The Texas Natural Resource Conservation Commission (TNRCC) is the
agency which regulates underground and aboveground storage tanks.
With a few exceptions, aboveground storage tanks, being greater than
1,100 gallons in capacity, or underground storage tanks, being equal
to or greater than 110 gallons capacity, are regulated and are
required to be registered with the TNRCC Petroleum Storage Tank
(PST) Department.

which were located within one-half (1/2) mile zipcode search radius
of the subject site:
