( ) For non-residential floodproofing, a registered professional engineer or architect must certify that the floodproofing methods are adequate to withstand the flood depths, pressures, velocities, impact and uplift forces and other factors associated with the base flood. ( ) For fill activities, the permittee must suhnit a certification from an engineer or land surveyor that the level of the compacted fill material is at or above the ele- vation of the Base Flood.
