Box 478 Coppell, Texas 75019 214-462-0022 November 5, 1997 Tom Alford Alford Media 12901 Hutton Drive Dallas, Texas 75234 RE: Alford Media Addition Dear Mr. Alford: This letter is in response to a request to allow the contractor to begin the installation of utilities and paving at Alford Media Addition before the final plat for this development is approved. As you are aware, the City has allowed Alford Media to begin early grading prior to final plat approval. On October 31, 1997 I notified Paul Lee with Dunaway and Associates that the City had not received a final plat application. According to City ordinances the City does not allow construction to begin until a final plat is approved. It is my understanding that an application for a final plat was submitted to the Planning Department on November 5, 1997. Therefore, the final plat for Alford Media will be on the December 18, 1997 Planning and Zoning Commission meeting agenda. The City is aware of your concern for delays on this project and will do what we can to facilitate this development. To begin the construction process prior to the final plat approval, the City will approve your construction permit under the following conditions. 1. All impact fees and inspection fees need to be paid; 2. A letter submitted to the City requesting permission to begin construction of paving and utilities prior to the approval of the final plat for Alford Media; 3. A Hold Harmless form to protect the City should any changes be requested during the final plat approval; 4. The City will not final accept any improvements until a recorded final plat is submitted. Assistant City Engineer HOLD HARMLESS AGREEMENT The owners of Lot __, Block , of the Subdivision, Coppell, Texas understand and acknowledge that beginning construction of private and/or public improvements on the above mentioned property prior to f'mal plat approval by the City of Coppell, they do so at their own risk. Furthermore, the owners shall hold the City of Coppell harmless should any changes be required during the f'mal plat approval of the above mentioned property that would require the owners to remove and/or replace any improvements installed prior to f'mal plat approval will be at the sole cost of the owners.
