Dear Mr. Phillips:
In accordance with your request, we obtained three representative samples of the
materials exposed at the subgrade level at the referenced project on November 11,
1997. Atterberg Limits and percent passing a no. 200 sieve tests were performed on
the representative soil samples. The results of the Atterberg Limits are presented

Based on the results of the Atterberg Limit tests and our experience, we recommend
that the concrete street subgrade be stabilized with the addition of 6 percent cement
(28 pounds per square yard for a six-inch stabilized layer). The cement stabilization and
compaction of the subgrade should be performed in accordance with the applicable City
specifications.
