HISTORY: Both the special use permit and the preliminary plat were approved
by City Council on September 10, 1996. The Planning and
Zoning Commission was granted approval authority for the Final
Plat.
TRANSPORTATION: MacArthur Boulevard is a 4-lane divided major thoroughfare
shown on the thoroughfare plan as a P6D 6-lane divided major
thoroughfare within the existing 110'-wide right-of-way. Starleaf
is a residential street in a 60'-wide right-of-way.

COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as suitable for
park and open space.
DISCUSSION: The Planning and Zoning Commission and City Council approved a
Master Site Plan, Building Elevations and Landscape/Irrigation Plan in
connection with the approval of the special use permit for this 7-acre site
and in connection with the approval of the preliminary plat. The final
plat conforms with the approved preliminary plat and site plan.. The
Development Review Committee reviewed the final plat and
landscape/irrigation plan, and made several additional recommendations.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
Staff recommends approval of the final plat subject to the following conditions being met:
1. The Landscape/Irrigation Plan must be sealed be signed and sealed by a Licensed
Irrigator.
2. Compliance with Engineering comment.
