HISTORY: No platting history.
TRANSPORTATION: MacArthur Boulevard is a 4-lane divided major thoroughfare
shown on the thoroughfare plan as a P6D 6-lane divided major
thoroughfare within the existing 110'-wide right-of-way. Starleaf
is a residential street in a 60'-wide right-of-way.

COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as suitable for
park and open space.
DISCUSSION:
The purpose of this preliminary plat is to create a buildable site for this church. As shown on
the Site Plan the construction will occur in four phases. The first phase of construction will
involve the Church building, three-fourths of the proposed parking lot and the playing fields in
the rear portion of the property.
The applicant will have to correct the 8 feet side yard setback shown on the Site Plan to 25 feet
as called for in the SF-7 zoning district requirements. The 25 feet side yard setback should not
affect the physical layout of the project, it will only involve a notational correction on the Site
Plan. Except for one of the parking islands missing a tree on the northwest portion of the
parking lot, the Landscape Plan complies with city regulations and so does the parking.
The southbound median cut opening on MacArthur Boulevard and the de-acceleration lane is
deemed necessary for the safety of the residents of Coppell. Without the median cut opening,
parishioners going southbound on MacArthur will be forced to make a U-tum at Condor Drive
and MacArthur. The speed at which the cars are travelling on MacArthur poses a danger to
both south and north bound traffic. Staff realizes that the church generates most of its traffic
during off-peak hours. Despite the off-peak hours the congregation is large enough to attract
on average 300 parishioners for church service. As the majority of the residential subdivisions
in Coppell are located north of this particular site, it is safe to assume most of the parishioners
will be coming southbound on MacArthur. Although it might be argued that the median cut is
needed now, a letter of financial commitment from the Church as indicated in the attachment
could be a satisfactory solution to this issue.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
Staff recommends approval of the Preliminary Plat subject to the following conditions being met:
1) Add one tree to the parking island located on the northwest side of the proposed parking
lot.
2) Correct Phase HI reference to Phase IV under Lot Coverage in the Project Statistics
table on the Site Plan.
3) Compliance with Engineering comments.

3) Recommend modification of the Preliminary Plat

Dear Mr. Jones:
We, The Church of the Apostles, Episcopal, ask that the City of Coppell reconsider their request
that we put in the median cut in f~ont of our prol~rty and the de-acceleration lane adjacent to our
property during Phase I of our build out. Please consider the following proposal:
We propose you allow us to add a median cut and the de-acceleration lane when our congregation
grows beyond the capacity of our parking lot (101 spaces) and when that increase creates a
perilous threat re the flow of Waffle on MucA~'tl,m' Blvd. At that tim~, we would do what is
deemed appropriate and equitable for The City of Coppell and The Church of the Apostles to
eliminate any unsafe traffic hazards on MacArthur clue to the l~resence of the church.
