As requested, the undersigned travelled to the above referenced site to observe the
existing cement stabilized subgrade in paving areas. At time of the field observations,
the cement stabilized subgrade was generally hard. However, the cement stabilized
subgrade in the cul-de-sac of Brighton Court did not appear to have "set-up". The
subgrade was easily rutted with a heel of a shoe. Therefore, it is recommended this
area (cul-de-sac of Brighton Court) be cement stabilized again. Alternately, it is
recommended cement stabilization of the cul-de-sac of Brighton Court be deleted and
the thickness of concrete pavement be increased by 2 inches. In our opinion, a
pavement section consisting of 8 inches of portland-cement concrete supported on
compacted subgrade will have a similar performance as the specified pavement
consisting of 6 inches of portland-cement concrete supported on cement stabilized
subgrade.
