The Big 12 is one of the most prominent NCAA Division I college athletic conferences in the United States consisting of member schools from Colorado, Iowa, Kansas, Missouri, Nebraska, Oklahoma, and Texas. We respectfully request that you address the following issues in the most detailed manner possible. The Big 12's needs can be separated into three primary categories: facility, office equipment, systems and services, and other special inducements. The items listed below could be supplied by your city, corporate partners, or any other entity, desiring to be associated with attracting a nationally recognized athletic conference. Please specifically identify any organization participating in your response proposal. F~acility The Big I2 is searching for a unique facility in a dynamic and attractive area of the community with an/mage that sets the conference apart from a typical business office. The conference will require 20,000 to 25,000 square feet of space. - A free standing structure might be preferable - Close proximity to a major airport is very important - Upscale, but not opulent, finish on both the exterior and interior of the structure - Par. Icing needs to accommodate at least 25 employees and 20 September 22, 1995 Page Two The Big 12 seeks a long-term arrangement whereby they either leas~ (ten- year term desired) or own a facility. Several communities have already offered either Iow cost or zero cost facility situations as an inducement to the conference. Given the conference's non-profit status and their reliance on educational institutions for their sole source of funds, such inducements will be highly considered vis-a-vis payment of "market" prices for real estate. Please provide information on a variety of potential sites or facilities and indicate the proposed transaction along with the specific public sector and private sector participants in such sites. The Amend Group will be providing various site selection, design and construction management services on behalf of The Big 12 throughout this project. Fees for these services will depend upon the scope of the project and it will be helpful to Thc Big 12 if such fees are eventually incoq~orated into the facility transaction. Office_ ~quipment Systems and Services The Big 12 offices will be established "from scratch". All office equipment, systems and services that can be supplied to The Big 1.2 as part of the initial relocation package from your community will be favorably received. This potentially includes: - Personal computers and software - Computer network within its office and amongst member schools - Office furniture - Video conference capabilities between the office and member schools - Phone system - Long distance as well as local phone service - Photocopy and facsimile machines - Other of-flee equipment - Business £orms and other supplies typically required for general office situations Please address these areas and others that you deem appropriate from' a standpoint of involvement from local vendors who could provide either discount pricing or cost free use of such products and services. September 22, 1995 Page Three Special ._!nducement~ There are a number of additional factors that can make a particular community potentially more attractive to The Big 12. These might include: - Reduced rates with a major airline for travel for conference business - Automobile dealership an'angement to provide free transportation for college presidents and coaches when visiting your city - Tax abatements for any real or personal properties to be owned or leased by the conference - Preferential utilities pricing or abatement - - Off-site conference facilities capable of accommodating at least 25 people - Local accounting finn to assist the conference in its bookkeeping and tax requirements - Preferential treaunent and pricing from contractors in constructing/modifying The Big 12's new offices The requested items are not meant to be a comprehensive list of The Big 12's needs. It is only a guide from which to work. While we ask that the above items be addressed, we encourage you to be as creative as possible' in determining what your city can provide. Certainly, your proposal will address the various other factors which make your city an attractive candidate for this high profile organi~,ation. A/so, The Big 12 is interested in publicity and some kind of ceremony to announce the selection of the chosen city. The selection process will include community tours in early October followed by final negotiations and evaluation with a "short list" of communities. A final community selection decision is expected by December 1, 1995. Depending upon the extent and nature of required construction to take place, actual conference activities will commence in early to mid-1996 with June 30, 1996, being an outside time requirement. September 22, 1995 Page Four Because of the media attention surrounding this event, The Big 12 has been inundated with phone calls and offers from a number of people from many cities during the past several months. To reduce confusion, we ask that you appoint one single individual in your proposal as a point of contact to work with us during this selection process. Please also address the approval process your proposal must follow within yo~ community and amongst corporate partners in order to provide any proposed items.
