On behalf of Mr. Bruce Birdsong, owner of a 5-acre tract on
DeForest Road in the City of Coppell, 1 am submitting the enclosed
., f loodplain analysis and supporting information for your review. Mr.
Birdsong plans to build a single-family residence on the southern
portion of his lot and is requesting a Floodplain Development
_ Permit and a Corridor Development Certificate from the City of
Coppell. The City's assistance will also be needed in requesting
a Conditional Letter of Map Revision from FEMA.
Mr. Birdsong's tract is located at 844 DeForest Road, and lies
within the 100-year floodplain limits of Denton Creek and the SPF
floodplain limits of the Elm Fork / Trinity River. The information
,_ in this report shows that the floodplain fill as proposed by Mr.
Birdsong will comply with all applicable ordinances of the City of
Coppell.

I had a lengthy conversation the other day with Jack Quarles (from
FEMA' s Denton office ) about submi tta 1 i terns for the Birdsong tract .
,~ He confirmed that the TOD forms (the short ones) are appropriate
since the project is a single residence outside of the floodway.
He also said that they don't need to see a hydraulic analysis for
the same reason.
Regarding a metes and bounds description, the one contained in the
report should not go to FEMA since it includes area that will not
.- be f i 1 1 ed as part of th i s app 1 i cat i on : The i of ormat i on they get
should refer only to the house pad. I think that the
Grading/Erosion Control Plan might be sufficient to describe the
fill area. If not, I can provide a metes and bounds description of
the house footprint.

of the Elm Fork model. This cross section, however, was truncated
520' east of the site to exclude the Denton Creek conveyance from
the Elm Fork mode 1 . The 100-year and SPF e 1 suet ions of the Elm Fork
at the site are 451.47 and 453.67, respectively.
A representative of the Corps of Engineers office in Ft. Worth has
-~ inspected the project area and determined that no wetlands exist
on the site. A letter and sketch from the Corps is included in the
exhibit portion of this report.
The elevations in the right overbank of section 193+30 of the
effective model did not match the City of Coppell's aerial
topographic maps, which represent the most accurate topographic
data for this area. Therefore, a revised existing conditions model
using the City maps was developed before the proposed conditions
were analyzed.
..
Proposed Improvements
The proposed improvements at the project site consist of creating
a raised building pad for a single-family residence and a driveway.
The proposed finished floor elevation of the house wi 11 be 454.25' .
The natural ground elevation at the house site is about 450.2'.
Since there are numerous trees are located on the site, no
additional fill will be added other than that needed for the house
pad and driveway. A grading plan included as an exhibit in this
"- report shows the proposed grades for the house pad and driveway.
The Denton Creek proposed conditions model shows a proposed right
bank encroachment at station 6820, which would represent
reclamation well beyond the proposed house pad and driveway. This
represents a possible future reclamation scenario that would

being proposed now, The present application includes mitigation
only for the flood storage loss caused by the proposed house pad
._ and driveway.
Though the encroachment in the proposed conditions computer model
represents a much larger area than that to be reclaimed, no
^' increase in water surface elevation or channel velocity resulted.
Flood Storage Loss
The Denton Creek hydraulic includes the project site as flood
w. storage area for the 100-year flood. The drainage area of Denton
Creek exceeds 100 square miles, therefore, the storage reduction
limits for the 100-year and SPF are OAS and SAS, respectively. The
proposed fill would reduce the Denton Creek 100-year flood storage
'- by 3. 1AS. Since the total flood storage for the SPF is much greater
than that for the 100-year flood, the percent of SPF storage
reduction would be much less than 3.1~. The effect on the 100-year
storage will be mitigated by using on-site soil for fill.
Calculations of flood storage loss are included in the exhibit to
this report titled "Hydraulic/Hydrologic Summary."
Though the site is also subject to flooding by the Eim Fork, the
most recent computer model does not include this area for flood
storage or conveyance. Therefore, adding fill would not impact the
Elm Fork model.
..~ Equal Conveyance
The usual purpose for analyzing an equal conveyance loss scenario
_ is to ensure that a property owner on the opposite bank can also
reclaim a portion of the f loodplain. Since the left overbank of
Denton Creek has already been reclaimed with a levee, this
requirement should not be necessary.
Erosion Control
The areas to be disturbed include the proposed house pad, the
driveway, and a small area north of the house where material will
be excavated for the pad, The total disturbed area will be less
'-' than an acre, and is several hundred feet from a swale or waterway.
Any soil washed from these areas would be intercepted by the
existing vegetation surrounding the area and could not enter a
waterway. The recommended plan to prevent erosion is to maintain
a 15' buffer of undisturbed vegetation along the perimeter of the
construction area. In the event that sediment does begin to leave
^, the site and is not intercepted by the buffer, a straw bale dike
will be erected and maintained along the east property line and
downstream of the disturbed areas.

Conclusion
Included in the exhibits of this report are a hydraulic summary
.- table and computer printouts from the hydraulic analysis. This
information shows that the proposed improvements have a negligible
impact on the Denton Creek and Elm Fork waterways. It is requested,
„~ therefore, that the City of Coppell approve Mr. Birdsong's
application to construct the improvements as shown on the enclosed
grading plan.
It is also requested that the City of Coppell grant a Corridor
Development Certificate for this project, as well as provide the
necessary signature on the FEMA application.

This is in reference to your correspondence of March 21, 1994, requesting a U.S.
Army Corps of Engineers (USACL~ jurisdictional determination for the property located at
,,,,_ 844 DeForest in the city of Coppell, Dallas County, Texas. This project has been assigned
Project Number 199400164. Please include this number in all future correspondence
concerning this project. Failure to reference the pmject number may result in a delay.
We have reviewed the site in question in accordance with Section 404 of the Clean
Water Act and Section 10 of the Rivers and Harbors Act of 1899. Under Section 404, the
.- U. S. Army Corps of Engineers regulates the discharge of dredged and fill material into
waters of the United States, including wetlands. Our responsibility under Section 10 is to
regulate any work in, or affecting, navigable waters of the United States. We have
-- determined that this site does not include navigable waters of the United States under
Section 10.
-~ On March 24, 1994, Mr. Michael Lamprecht of my staff conducted a field visit to the
site in question to determine the limits of waters of the United States. Based on this field
visit, and other information available to us, it appears that waters of the United States do
exist on the site. Therefore, we have delineated these areas on the enclosed map.
Department of the Army authorization would be required for the discharge of dredged or fill
material into any areas identified as waters of the United States.
If you anticipate a discharge, please provide us with a description of the proposed
project, including information on any activities in waters of the United States, the type and
amount of material (temporary or permanent), if any, to be discharged, the location of such
discharges on a suitable map, and plan and cross-section views of the project.

This jurisdictional determination is valid for a period of no more than throe years from
_ the date of this letter unless new information warrants revision of the delineation before the
- expiration date. It is incumbent upon the applicant to remain informed of changes in We
Department of the Army regulations..
