HISTORY:
The Planning and Zoning Commission approved a preliminary
plat for the Birdsong Addition, on August 18; 1994, with the
following conditions:
1. escrow will be required for DeForest Road;
2. a sanitary sewer will need to be provided; utility and
construction plans are needed;
3. deletion of alley;
4. floodplain and floodway needs to be shown on the plat;
5. approval of the submitted floodplain study must be procured
prior to final plat approval; and
6. an 8 foot wide concrete trail needs to be constructed within
a 10' Hike and Bike easement, location to be coordinated
with Coppell Parks Division.
City Council approved the preliminary plat for Birdsong
Addition, on September 13, 1994, with the following conditions:
escrow will be required for DeForest Road when it is
improved;

2. install a septic system according to Municipal standards;
3. show floodplain and floodway on the plat;
4. submit the approved floodplain study prior to final plat
approval;
5. construct an 8 foot wide concrete trail within the Hike and
Bike easement. Coordinate location with Coppell Parks
Division and upon construction, subject to the approval of
City Engineer.
TRANSPORTATION:
DeForest Road is not on the thoroughfare plan, it is a
residential street requiring 50 feet of r.o.w., 27 feet of paving.

COMPREHENSIVE PLAN: The Plan shows this area to be utilized for low density
single-family, parks and open space uses.
ANALYSIS:
No drawing currently exists in county plat records for this existing property. Approval and
recording for this final plat will provide official documentation of pertinent property
information.
Thc applicant has removed a house on the property to r~Dlace it with a new house.
Construction has begun on the new structure.
RECOMMF~NDATIONS:
Staff finds that the final plat submission documents comply with the requirements of the
subdivision ordinance and with the conditions of the previous approval of the preliminary
plat, and therefore, recommends approval of the final plat subject to:
- the construction of the 8 foot wide concrete Hike and Bike trail within the 10'
easement;
- payment of money-in-lieu of dedicated park land in an amount of $1,285.00;
- payment of water impact fees;
- the execution of the escrow agreement for DeForest Road improvements.

Developer Information Comments:
1. The hike and bike path should be constructed prior to a certificate of occupancy (CO) for
the home.
2. Water impact fees will be required.
3. Our records show that in September, 1994, FEMA requested additional information to
process your final letter of map revision. As of this date, we have not received any
verification that the information has been submitted to FEMA so that they can make their
final determination. Building Inspections has been alerted that no CO's will be issued for
this property until the final letter of map revision has been obtained
4. The escrow agreement needs to be signed so it can be processed to City Council for
approval.
