This plat is somewhat of a companion to the University Park ~
plat which was considered at your last meeting. You will
recall that the improvement of Bethel School Road, west of
Denton Tap, is staff's primary concern. This plat also
impacts traffic on Bethel School Road, and again we feel
that the road should be improved before the developments
proceed. It is the city's policy that the developer put
streets in to full pavement width when they are required and
the city participates only if the street is larger than 37'.
Bethel School Road is scheduled to become a 37' street and,
therefore, no city participation is provided for. The one
area of major concern is the bridge structure which will be
needed if Bethel School is improved and is extended to
Bethel Road. Our subdivision ordinance does not prTvide for /
bridge.participation; however, in a previous meeting with /
the Unxversxty Park apDlicant, it was suggested by Mayor /
Wolfe and Councilman Morton that the City would consider/
participating in the bridge improvement for approximatel~
$100,000. W~ are currently attem~pies of
other city's policies pertaining to their participation in
bridge structures, particularly, those policies for off-site
bridge costs. We recommend you approve this preliminary
plat and inform the developer that
approving the final plat when we

have adopted a cost
and when they agree to
bear the upfront cost of the road and bridge. We should be
able to bring forward a participation policy for your
consideration within the next couple of weeks. If they are
unwilling to do this, then the development of the project is
premature since it appears that the infrastructure is not
sufficient to handle the development demands.
