Doy~.E., City Engineer ZC-520 - UNIVERSITY PARK ADDITION As we discussed, the July 11, 1989 letter to Mr. Ratliff by Fred Joyce of Mary Myers Enterprises, Inc., may be misleading if the reader gets the impression the cost fipures provided are the total costs to provide proper access to the subject subdivision. That is, to improve Bethel School to City standards, providing sufficient vehicular emergency services access to the subdivision. The Bethel School Road route situation between Denton Tap Road and Bethel Road is very complex due to the existing, joining streets already built, (i.e. Plantation, Harris and Brooks), and the fact that the&emaining contiguous undeveloped land needs to be provided with local street access to and from Bethel School Road. It may be prudent for the City to conduct, or have developers conduct, a local street allalysis and plan for the property bounded by Bethel Road on the south, Denton Tap Road on the east, and Bethel School Road to the north and west. Included in such a study should be the undeveloped land in and around the University Park Addition tract, being in the northwest corner of Bethel and Bethel School Roads. Such a study would be similar to the Land Study as provided for in Section VII, Land Study of the Subdivision Ordinance. In any case though, the total estimated preliminary costs for improvements to Bethel School Road would be: FROM UNIVERSITY PARK ADDITION ACCESS ROAD.. NORTH TO PLANTATION (Approximately 1500 Linear.Feet) Roadway and Drainage Construction Design and Contingency $375,000 40% 130,000 TOTAL: $505,000 Preliminary Engineering And Alignment Determination - ApDroximately $14,000 (Per Ginn, Inc. Work Order Estimate) SOUTH TO BET~t ROAD (6§0 LINEAR FEgT). Roadway and Drainage Construction Design and Contingency $200,000 80~00,0 TOTAL: $280,000 Bridge Across the Floodway - $300,000 to $500,000 Right-of-Way acquisition, condemnation, paving assessment costs and the costs for other achuinistrative and professional services are indeterminate at this time. In summary, it appears that even with these very preliminary engineering and construction costs, it may take anywhere from 1/2 million dollars to 3/4 million dollars depending upon whether access is gained from the north or south, plus other added costs for condemnation, paving assessment, etc.., to build sufficient life/safety access to this proposed subdivision. The alignment determination and the related design time and costs are probably the least concern. The greatest hurdle is the bulk of the constructions costs in that someone must provide the costs up front to build the realigned roadway, bridge and appurtenances. As I understand, the original discussion about a bridge was when it was discussed regarding the cul-de-sac for University Park Addition, ,(the main street) extended across the creek connecting to Bethel Road to the south. However, the same ball-park cost figures would apply at this early stage in the process for the cost of improvements for Bethel School Road, across the drainway/creek at Bethel Road. There have been numerous meetings (including the regularly scheduled DRC meetings), with the applicant, and all these matters were discussed. However, when the only momentum to-date for funding is the applicants 20 to 30 thousand dollars required of him for the escrow to build the bordering street, Coppell Road, there can be no resolve nor solution. Funding is a necessary element for any development. Otherwise, alternatives are just speculation. Please let me know if you need any further information or comments.
