Goodwin & Marshall, Inc 6001 Bridge Street, Suite 100 Fort Worth, TX 76112 RE: Asbury Manor Construction Plans Dear Mr. Henderson: The City of Coppell has received and reviewed the referenced plans and has the following comments to offer: 1. Provide information on how the drainage ditch on the east side of Coppell Road will cross Westminster way. It is possible that a drainage pipe with headwalls will be required. 2. The asphalt transition will need to be 4" of Type B asphalt and 2" of Type D asphalt on 6" of lime stabilized subgrade. 3. Provide a detail on how the 12' wide hike and bike trail will transition from the east side to the west side of the drainage area when it crosses Westminster Way. Roll down curbs with ballards will need to be constructed (see sheet 2 of 16) at this location. 4. Provide detail for the temporary emergency access on the north sides of Lots 4 and 8, Block 3. The temporary access will need to meet the load rating of 40,000 pounds as per the City Fire Marshal. Also, will a temporary roll down curb be located at the emergency access? 5. Due to the limited frontage for the lots on cul-de-sacs, a driveway detail will need to be provided showing location of driveway water meters and any other utility pedestals. On Buckingham Court a minimum of 5' either side of the curb inlet must remain undisturbed before beginning the radius of driveways. Details need to be provided for both Abbey Court and Buckingham Courts. 6. A letter of permission to grade on the property to the north must be provided before construction can begin. 7. The drainage design criteria note regarding storm frequency should read as follows: "100 Year enclosed pipe system and the drainage system designed to handle the 100-year storm event". 8. As per the City of Dallas Drainage Manual, all low point inlets laterals must be a minimum of 21" pipe size. 9. Provide hand railing across the top of the headwalls of the 3 - 10'x6' box culverts. 10. The maximum cross slope grade for the Hike and Bike Trail is 2%. If the trail is not to be built at this time then the area in the Hike and Bike easement needs to be graded with a 2 % cross slope. 11. On the grading plan, indicate for each lot the FHA lot grading type i.e., Type A, Type B, Type C. Also, provide proposed and existing grades at the property line. 12. Provide the high point grades behind the lots in Block 3 (see grading plan). 13. All water meters need to be located in the right-of-way. 14. Provide 2" blow offs for the water lines located in the cul-de-sacs. 15. Provide easement documents for the off-site water line to the City for review. 16. Make the changes to the water general notes as indicated on sheet 10 of 16. 17. Make the changes to the sanitary sewer general notes as indicated on sheet 11 of 16. 18. Concrete encase all utilities which cross within 24" of each other. There are various other minor comments throughout the plans. Once these comments have been addressed, the marked up plans along with two revised sets of plans should be resubmitted to the City for review.
