HISTORY:
The current location of Blooming Colors Nursery received a
Special Use Permit in 1993. City Council approved the final pht
in 1994. Property to the east, upon which nursery stock is to be
relocated, has not been platted and was not included in the original
Special Use Permit.
TRANSPORTATION:
Belt Line Road is an existing 6-lane divided major arterial P6D in
a 120'-wide right-of-way.

COMPREHENSIVE PLAN:
The area of MacArthur Blvd. and Beltline Road has been
designated as a special land use category for mixed uses
since it is considered a gateway into the City.
DISCUSSION:
The proposal includes no additional building facilities, only movement of
the nursery stock from the rear of the current property to the east side,
additional driveway and parking across the front, and additional
landscaping across the front. The landscaping includes additional cedar
elms as the dominant street tree and brick pavers at the second driveway
entrance, in compliance with the City's streetscape plan. The proposed
enclosure of the nursery stock does not comply with zoning requirements,
since it is not solid masonry construction.
R~COMIVIENDATION:
Staff recommends approval of the Special Use Permit subject to:
City Council granting a waiver of the screening
requirements to permit the wood and brick enclosure across
the front and relocation of existing fencing to the east side.
Restricting outside storage within 50' of the east property
line to nursery stock only, if visible through the fence at
that property line.
Provision of 30"-high landscape screening along the east
side of the new driveway pavement.
Compliance with engineering recommendations relative to
the proposed second driveway entrance as detailed in the
Valley Ranch Self-Storage Preliminary Plat comments.
