HISTORY: The subject ~ was rezoned from MF-2 to SF-12 and the
preliminary plat was approved in March of this year. The City
Council also provided the Planning and Zoning Commission the
authority to approve a final plat on this pwperty with the stipulation
that no alleys would be required in this subdivision.
TRANSPORTATION: Warren Crossing and Beverly Drive are two lane, undivided,
residential streets with 50' of right-of-way.

COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as suitable for single
family.
DISCUSSION: Per Section 39-1, of the Zoning Ordinance, Creation of Building Site
prior to the issuance of a building permit, the site must be
established by a lot which is a part of an approved final plat.
Therefore, the purpose of this plat is to allow the development of
two single family homes undca: SF-12 District requirements. Lot 1
will contain approximately 9.5 acres, a significant mount of which
is in the 100 year flood plain. No development will be allowed in
the floodplain without an approved flood plain study. Lot 2
contains approximately 34,848 square feet which exceeds the
minimum required of SF- 12 zoning.
The setback lines are shown per SF 12 requirements (30' front,
20 rear, side yard is required to be a minimum of 10% of lot
width). A 50 foot side yard setback is being provided along the
east property line, adjacent to the existing residence in the
Warren Crossing Addition. The front yard has been calculated
from frontage on Warren Crossing/Beverly Drive. The applicant
has reviewed the drive approach layout, sidewalk configuration
and proposed fencing with the Building Inspection Department,
and the plans appears acceptable at this time.
The only variance being sought is the waiver of the alley
requirement. Given the size and configuration of the lot, an alley
would not be appropriate. At the time of consideration of the
preliminary plat, City Council approved the waiver to the alley
requirement.
Finally, the preliminary plat indicated the existing trees on the
property. Prior to construction of a new home(s) on this site, a
tree survey and mitigation plan will be required.

RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
Staff recommends approval of this FINAL PLAT subject to:
1. Prior to any construction on this properS, a Tree Removal Permit
will be executed.
2. Per the Park Dedication Ordinance, $1,285 will be required per
dwelling unit.
3. No development will be allowed in the I00 year floodplain without
an approved flood plain study.
