We have visited the site (the morning of August 6, 1997) and found that all the existing trees (Post Oaks) are in seemingly good health. We also found a number of smaller, understory bees, somewhat diverse in specie and size, that should not effect your construction, but would be a valuable asset to the City and their proposed trail system traversing the west end of this site. Please make every effort to preserve these trees if possible, We have also noted that 2 existing trees shown on the plans you provided us, no longer exist. We trust that Kwik Industries adequately addressed the mitigation of these trees dudng the initiel construction of the existing Lube and Tune Center. Therefore, we have taken them completely off our landscape plan to prevent City Staff confusion and minimize possible queslions and delays. For your information, and to assist you in your City presentation, the following conditions and consideraUons apply: We have taken 2 proposed parking spaces away to protect 2 exislJng Post Oak trees (one 18' caliper and one 14' caliper tree). These trees are located outside the building envelope, therefore their removal would require tree mitigation and a permit. Current Coppell ordinance would require Kwik Industries to mitigate the loss of these 2 trees, and replacement would be an inch-for-inch requirement. The combined caliper inch of these 2 trees equals 34 caliper inches. Replacement trees would need to be a minimum of 3" caliper, thus requiring 12 trees to be planted in mitigation, on the site. Kwik Industries would be hard pressed to plant that many trees on this site, noting the dense, existing stand of trees to the west of the proposed improvements and the fact that concrete drives are proposed to the property lines to the north and south - you simply do not have enough room with the proposed improvements you are wanting to construct. 2. Looking at the existing and proposed grades furnished to us, we feel that a wall (or curb turndown) approximately 2' in height will be necessary along the back of curb to protect these trees. A closer examination by your civil engineer of the proposed parking lot grades and finish grade elevation of the trees will determine the true height of this wall. If a wall higher than 2' is required, City ordinance will require Kwik to install a hand rail to protect patrons from the vertical elevation change. Kwik may want to consider this regardless of the height of the wall, for patron safety and reduced liability of Kwik Industries and the franchise owner. If a wall is required, please insure adequate surface drainage away from the base of these trees. Aisc, minimize any grading activities in this island because of the sensitive nature of Post Oak trees to construction, fill, and grading activities. Since the tree locations are outside the building envelope, the City may very well make you mitigate these trees if they die within a year or two, due to construction activities. Tree wells may be necessary for the two existing Post Oak trees (one 10' caliper and one 14' caliper tree) directly west of the proposed Lube Center addition, to protect these trees. Again, a closer examination by your civil engineer of the proposed parking lot grades, the Slope of proposed grade to existing grade, and finish grade elevation of the trees will determine the true height of this wall. If required, please insure adequate surface drainage away/around the base of these trees. Also, minimize any grading activities under the existing canopy of the trees, because of the sensitive nature of Post Oak trees to construction, fill, and grading activities. Please note however, since the tree locations are inside the allowable building envelope, the City may not require mitigation of these trees if they die within a year or two, due to construction activities. The existing sanitary sewer installation may eventually effect the health and vigor of a number of existing trees to the west of the proposed site improvements. We mention this for the record, that should these existing trees die along the sewer easement, it would most likely be a cause of the sewer installation and not that of the proposed site improvements Kwik Industries has shown on the information you provided to us.
