Perhaps I wasn't clear in the process that has taken place as far as the FEMA mapping goes. FEMA is in
the process of updating their floodplain maps for all of Dallas County. This update has nothing to do with
the project that we completed behind your house. They simply update these maps every 10 years or so.
In 2007 we received a preliminary copy of the new maps. These new maps showed that the Zone 'A'
floodplain had expanded in the Loch Lane area. Since we had done so much survey and hydraulic
modeling in the area we asked our engineer to lodge a formal protest of the proposed map. This protest
information is what I sent you earlier.
Our request to FEMA at this point is based on the conditions as they existed prior to beginning our work,
not based on the channel widening.
The widening of the rest of the channel and the replacement of the Coppell Road culvert will take place
after we complete the Old Town/Bethel Road project that is slated to start this fall. I anticipate this work
to begin in late 2012, or early 2013. Once we complete this work, we will then file with FEMA for a map
change based on what we have constructed.
In September 2010 we experienced a 50 year storm event. At that time, the water did rise above the top
of the channel. Some of this will be addressed when we extend the widened channel and reconstruct the
culvert under Coppell Road.
We have recently contracted with VMI landscaping for annual maintenance of the channel. They should
be there in December to clean and trim the area.

This is interesting.
I'm very concerned that the City requested FEMA Change/delete areas on their Map before
"improvements" had been made and known would work .
When is the City going to complete the Coppell Road Construction ?
Guessing this includes the completion of the Channel (widening of Cottonwood Creek) ?
It is obvious that widening the creek so far has not helped at all.
Water still rises as it always has . Actually MORE so with less rain than ever before. I know for a fact. I
have lived on that street for 40 years.
My dad bought on Loch Lane in 1962.
Of course - a 50ft wide channel now feeds into the initial 3ft creek. This may be part of that problem.
You guys really haven't helped me much. Not to mention the Ugly sight of it.
The Rock is Ugly to look at and also Hinders me (the citizen/homeowner) to be able to help you (the city)

in maintenance of it.
Before I was able to use a Mower . I could trim trees and clean trash from it. Now access is too difficult
to bother.
When is the City going to cut the trees and clean the trash from it? That would help water flow - at least
for now until you are able to "improve" further.

Ms. Petitt,
The attached email was sent to FEMA on September 22, 2008 as part of a protest for the proposed
floodplain maps. We submitted this prior to the construction of the channel behind your house. When we
complete the Coppell Road construction we will also submit for a letter of map revision. We were simply
trying to eliminate the Zone A when the new maps come out. The new maps have not come out yet, so I
don't know if FEMA has accepted this protest or not.
The data included has a map showing your finished floor information, and a calculated Base Flood
Elevation (BFE). The map is also signed and sealed by a licensed professional engineer. This should
contain the information you are looking for. It indicates that your home is more than 2.5 feet above the
calculated BFE. This should be enough to remove your structure from the floodplain.
