HISTORY: Approximately two years ago, the WynnPage subdivision was zoned from
(C) to PD SF-7, leaving the front 200 feet or so on Denton Tap Road
retaining (C) zoning. This parcel is a part of that (C) property.
TRANSPORTATION: This site may be accessed by way of Denton Tap Road which is
six-lane divided roadway (6DIJ).

COMPREHENSIVE PLAN :The Plan shows commercial uses as most appropriate for the
frontage along Denton Tap Road.
ANALYSIS: Because this request requires an SUP before development can occur, staff
has had an opportunity to carefully review the requested plan. Although
the applicant has shown that landscaping will more than meet our
streetscape requirements along Denton Tap, the screening wall will buffer
to some degree the use from adjacent properties, and the plan itself
indicates that the rear of the property adjacent to WynnPage subdivision
will be reserved for permanent open space, we must evaluate this request
from the perspective of whether the use is in the best interest of the
community at large. Because of the costly investment the City has made
along Denton Tap, the fact that automobile related uses may not convey
the positive image we are attempting to create along this thoroughfare, the
recognition that an existing single family neighborhood needs to be
considered by any use proposed adjacent to it, and the concern that
development of this parcel will have a great influence on what will be
built on the properties both north and south of the land in question, leads
staff to the conclusion that an oil change facility at this location will not
serve the best interests of the community. Therefore, staff would
recommend that this request be denied.
If, however, Commission feels the rezoning should be approved, the
following conditions need to be made:
1. sidewalks are required along Denton Tap Road;
2. we need assurance the property is platted;
3. shared driveway access should be provided with the
property to the south;
4. site/grading plans should be provided;
5. if the screening wall along the rear of the property is
within the Lone Star Gas r.o.w., permission needs to be
granted by Lone Star, and
6. sewer line needs to be in a 20-foot easement.
We also understand that the WynnPage neighborhood will be presenting
a petition opposing the projected use.
ALTERNATIVES: 1) Approve the special use permit.
2) Deny the special use permit.
3) Modify the special use permit.

Dear Mayor and Members of Council:
We respectfully request a variance from the City of Coppell sign
ordinance stipulation of 150' minimum frontage length required for a
monument sign. The subject property has 105' of frontage along Denton
Tap Road. The proposed monument sign and landscaping conform to the
City of Coppell standards and will provide an attractive addition to
the streetscape of Denton Tap Road.
We feel granting the requested variance will not compromise the intent
of the sign ordinance. ~ Thank you for your time and consideration.
