Greg, Attached is Rev.03 of the JTA Drawing, as we disused earlier today. I believe I have made the corrections
we discussed and as needed. The only exception will be the pipe rout for F1 & F2 Restaurants, which I would
rather feed from the Southside of the site, as shown on Rev.03, rather than the eastside, based on the original
JTA drawing. I did change this path to avoid the grease trap and lines, as requested.
Please review this Rev.03 and let me know if this works for you. I’m Cc:’ing Keith Marvin at the City of Coppell,
so he is kept in the loop and knows where we are with the Joint Trench activities.
Keith, Verizon will place the pipe and hand holes within the UE/ROW a shown on the, attached, Rev.03 Drawing,
and as stated below Greg Yancey has confirmed that he will place ALL of the street crossings, at their expense, as
shown on this drawing.
All I need to do now is work with JRJ and Housley to obtain a JTA for the Verizon facilities that will be placed
within the development.

Hi David:
Please find attached my few comments on the latest design. I think there may be some labor savings by
conforming more closely with the JT design produced by Chris Poteet at Freese & Nichols.
We will be responsible for installing any street crossings required by Verizon at our expense. These would be
installed by JRJ Paving (or more likely their subcontractor), the City’s general contractor constructing the
infrastructure. Our development agreement with the City requires us to reimburse these costs.
I appreciate your efforts to help us on such an unusual project. The City currently owns the land; they are acting
effectively as the infrastructure developer; we have a development agreement requiring us to purchase the land

over a five year period.
Certain costs of the infrastructure must be charged against us, so the City will bill me for my portion of the parking
and all of the franchise utilities serving my lots shown on the concept plan.
We already have Darling Homes under contract to build the 44 residences and we will build at least three
commercial buildings immediately following the infrastructure completion next year. We will be working with the
City to plat the entire project early next year. Currently, only the right-of-way is platted and all of the lots are
owned by the City of Coppell.
It would probably be best for us to meet with Keith Marvin at the City and perhaps JRJ at some point.

Greg, I have completed a DRAFT plan for the 1.5” Pipe & Hand Holes that Verizon would need placed, as well as
the street Crossings you would need to place, to serve this site.

We need to compare this layout with Atmos, and Oncor, redlines to see where we may need to make changes
for the Joint Trenching effort…

Thanks Greg, It was my pleasure speaking with you today. I will call Verizon Section Manager and work that end
of the deal. I do not think this should be an issue as long as we all understand that you will place and pay for all
street crossings and be billed for any changes to the facilities required by you, or your subs, once the Verizon
facilitates have been placed.
Please, let me know who the JTA will be and how to best contact them, so I can send them a Joint Trench
Agreement (JTA) for their review and a proposal to do the work for Verizon.

Where you see the labels “dedicated alley” there is a five-foot joint utility easement planned.

Greg, Good afternoon. Based on information provided to me, the developers were to place the utility
infrastructure within the development, per the city, which was to include piping for Verizon’s FiOS facilities, and
for Oncor power, to be placed to each of the buildings, at this site.
Therefore, If the developer is not going to place the entrance pipes, etc. for Verizon facilities, as mandated by
the city, then Verizon may not be able to serve this site with any type of communications services.
Please, advise as to when and why the decision was made, to not place these facilities, and by whom…
I look forward to working with you, the owners and the city in resolving this outstanding issue.
