THOROUGHFARE AMENDMENT
INTRODUCTION
Approximately two years ago, Coppell rezoned two parcels of land shown on
Map #1 from commercial to residential. University Park was rezoned PD
SF-9, contained 39 lots, and had 3.9 acres dedicated to open space.
Directly across Bethel School Road to the east, Country Estates was
rezoned SF-12 and contained 29 lots.
During the zoning hearing process, considerable discussion was directed to
the improvement of Bethel School Road. When each of these parcels was
rezoned, it was understood that Bethel School would require improvement in
conjunction with the rezoning/platting process.
COST ANALYSIS
In attempting to develop these parcels, the applicants have undertaken an
estimated cost analysis (attached) which reflects an approximate $800,000
expenditure to improve Bethel School Road from Plantation Drive to Bethel
Road. That cost spread over 68 residential lots makes development of
these subdivisions impossible to accomplish. Upon close observation of
these cost figures, over $300,000 could be saved if r.o.w, in front of the
McDowell tract and the box culvert could be eliminated. Also, paving and
utility costs could be reduced, thus improving the economic chances for
building these two subdivisions.
With this data in hand, staff has analyzed this problem and offers the
following suggestion for resolution of the development empasse.
RECOMMENDATION
After analyzing all pertinent facts, meeting with both zoning applicants,
and conducting several Department Head meetings, staff proposes to council
that consideration be given to amending the Thoroughfare Plan (see Map
between Denton Tap Road and Bethel Road, as it relates to Bethel School
Road.
Secondly, and assuming the amendment is favorably considered, staff would
recommend that Bethel School Road be cul-de-sac'd at approximately where
shown on Map #1.
Additionally, and in return for the above action, the applicants in both
zoning cases would need to be in agreement that they would:

place fire sprinklers in each residence to ~e constructed in
accordance with Coppell Fire Department guidelines.

be responsible for improving to City standard all of Bethel
School Road from Plantation Drive to the cul-de-sac, including
any dedication required.
reimburse the City for any costs associated with the closing .of
Bethel School Road - i.e., barricades, asphalt removal, etc.
4)
any other directly attributable cost to amend the Thoroughfare
Plan and cul-de-sac Bethel School Road.
5)
accomplish the road improvements prior to requesting a C.O.' for
any structure built in either subdivision.
Provided these conditions are met, staff recommends Bethel School Road be
removed from the Thoroughfare Plan.

Dear Mayor and Council Members:
As owner of the 13 acres preliminary platted as "Country Estates," we have been working with the City of
Coppell staff for more than two years in search of an equitable solution for Bethel School Road.
Through the firm of Nathan D. Maier Consulting Engineers, Inc. (NDMCE), we have made every effort to
provide cost estimates, prepare preliminary street design options, and meet with the City and
neighboring owners to be cooperative and supportive in resolution of the issues.
We have always maintained that we agree to share in the improvements to Bethel School Road to the
extent that such expense is commensurate with our length of ownership along the street or in similar
equitable manner.
Our understanding is that an option of removing Bethel School Road as a "Thoroughfare" from the
Thoroughfare Plan is being considered. As such, Bethel School Road could become a local street and
serve the area neighborhoods in that capacity. This solution may achieve a number of objectives that I
perceive to be favorable to the City of Coppell, and I would strongly support this solution. As you know,
we have held our subdivision of 29 SF-12 lots from being developed until resolution to the Bethel School
Road issue is clear.
