Re: Sandy Lake Road
Municipal Landfill
Dear Mr. Wolfe:
I regret that I did not have the opportunity to meet you at the recent City of
Carrollton Council Meeting. I would have explained to you my desire to exert
every effort to be an exemplary business and good neighbor of both the cities
of Coppell and Carrollton. I would have also explained that although others
may have had knowledge of Coppell's questions about the proposed landfill, I
honestly did not. Had I known of your concerns, you can be assured that I
would have vigorously pursued additional meetings to discuss your concerns.
At the beginning of the zoning process, the City of Carrollton staff suggested
that we request Planned Development zoning for this tract. This allowed the
City of Carrollton and the Dallas Gun Club the ability to establish those con-
ditions which they felt should be required in order to protect the citizens of
Carrollton and Coppell and the Dallas Gun Club. The zoning conditions for
this site are extensive and cover every issue regarding an operation of this
type.
We would appreciate the opportunity to meet with your staff to review the
zoning and operation conditions as approved and to discuss other opportunities
which we feel are mutually beneficial to all parties such as the following:
A. The rerouting of Denton Creek to eliminate flooding and improve property
values along and north of Sandy Lake Road.
B. The plans we have for resource recovery and recycling. The cities of
Coppell and Carrollton could be on the leading edge of this new
technology. In our opinion, a landfill should only be used for that
which is unsuitable for recycling.
C. Future waste disposal cost savings to the City of Coppell. We feel our
landfill can compliment the activities of those already serving Coppell.
D. The upgrading of the Sandy Lake Road bridge by the City of Dallas and
Dallas County with our help. The bridge is much more of a safety
problem than some realize.

I believe Bert Elsey, my landfill engineer, has already had preliminary dis-
cussions with Mr. Russell Doyle and Mr. Steve Goram about the need for talks.
We would appreciate the opportunity to continue this process and ask only that
everyone keep an open mind.
In closing, I would like to add that anyone that has expressed opposition to
the landfill probably doesn't really realize what we are trying to accomplish.
Nor do they realize what the site really looks like and how far removed it is
from the citizens of Coppell. True, there will be some additional traffic on
Sandy Lake Road, but this is the only thing that I can think of that will even
be noticeable. This is a very small price to pay for something that has so
many advantages to offer.
Sincerely,
Huel H. Weaver, Jr.
