Subject: Pzoposed Private Landfill
North of Sandy Lake Road
Dear Mayor Oravley:
On behalf of the Farmers Branch-Carrollton Flood Control
District, [ am w:iting to inform you of the District's concerns
and opposition to the proposed Special Use Permit request for a
p~lvate landfill on what is commonly referred to as the "Weaver
Tract" north of Sandy Lake Road.
Approximately two months ago, the DistriCt'S Board of
Directors authorized a feasibility study for the purpose of
evaluating various reclamation scenarios north of Beltline Road
and extending District authority up to T~inity Mills at
It was believed that there were only a handful of landowners with
the financial or professional ability to reclaim these
properties, and since the District is downstream and will
undoubtedly be affected by the stormwater flows and type of
development north of Beltline, we wanted to be on the "leading
edge" regarding this area. We see the potential of this area as
a mirror image of what has been created south o~ Beltline if the
area is treated as one large area of reclamation rather than a
hodge-podge mix o~ individual property owner reclamation
projects.
While our study is still somewhat premature, ! would like to
give you some numbers to try to help you understand our concerns
and the importance of this issue fo: Carrollton. Based upon our
preliminary findings, there are approximately 8?0 acres between
Beltllne Road and Trinity Mills at IH35E and between the Elm
Trinity River and IH35E. Of this ac:eage, aD~toximateiy 20%,
194 acres is developed. However, the developed portion will be
subPec: to :evisions to the FEMA map as more urbanized areas
upst=eam increase the height of the 100-year water surface
elevations. The remaining undeveloped acreage is nearly all in
the floodplain.

currently, there is 5,300 acre-feet of floodplain storage
for the 100-year and 6,000 acre-feet of storage for the Standard
PzoJect Flood p=ovided by this area. For the purpose of
development, areas would have to be excavated to provide 5,300
acre-feet for the 100-year and 5,700 acre-feet (a
storage for the SPF in order to reclaim this area by fill or by
levee.
If the landfill is allowed, it would fill an area which we
believe has the potential to provide approximately 3,000 acre-
feet o~ storage, and once it is ~llled and the land~ill
clo~ed, It would still be in the Elm Fork floodway and
undeveloDable ~oz anything other than a 9ark. Filling it would
require that other areas would then have to be excavated, the net
result being an added reclamation expense o~ approximately $7.5
million if you can even locate another area to excavate in the
floodplain. If one cannot be located, you would still have to
accommodate the valley storage and would thus cut down the net
developable acreage, or you would excavate more areas along the
river which could be utilized by the linear park system.
As I am sure you understand, this is a very complicated
issue, and, unfortunately, our study results were not conclusive
enough to provide to the Planning and Zoning Commission during
their deliberations on the landfill case. However, we will be
prepared to give you our preliminary findings before the June
20th Council meeting, or if you should choose to table the case
until the matter can be discussed in a work session, we will be
glad to do so. In any event, I will meet with Staff to in~o=m
them prior to the June 20th meeting about where we are in our
fact finding. I appreciate you and the Council's concern, and I
look forward to presenting this to you.
