Date: May 12, 1998 On April 30, 1998 two bids were received and opened for the construction of Denton Tap Road from Cottonwood Creek to S.H. 121 Bypass. The low bidder on the project was Rebcon, Inc. Bid tabulations are attached for your review. The project was bid with 5 Sections and 2 Alternates which provides seven options to the City for award. Those included: Section 1- Paving, Drainage and Water Improvements; Section 2 - Landscaping and Irrigation; Section 3 - Bridge; Section 4 - Bridge Lighting and Electrical; and Section 5 - Additional Hike and Bike Trails. The 1st alternate in Section 2 - Landscaping pertains to herbiciding and scalping ryegrass and overseeding with Bermuda, if in fact ryegrass ts initially planted. The City is choosing not to award that alternate bid. The 2nd alternate in Section 3 - Bridge is utilization of cable concrete blocks in lieu of gabions beneath portions of the bridge. In the bid package it was assumed that the gabions baskets ~vould be entirely eliminated with the cable concrete. However, that is not the case. Only a portion of the gabions will be eliminated by utilization of the cable concrete. Once adjustments are made, the gabions are less expensive than the cable concrete, therefore, staff is not recommending awarding the alternate for the cable concrete. Staff is recommending awarding Option 4 which is the total base bid which includes Sections 1, 2, 3 & 4, plus the additional bid for the hike and bike trail which is Section 5. While the contractor was preparing the bid for this project, it was noted that some of the quantities for the concrete piers and abutments in Section 3 - Bridge were underestimated. Since the bid opening, the City's consultant, Wier and Associates has recalculated the quantities for those items and has concurred that there was an error in the original quantities. Because of the error in the original quantities, Section 3 - Bridge will be increased by $61,007.00. That increase brings the total bid on the road project and bridge to $3,582,687.90. In reviewing the bid items, staff is recommending that several not be awarded at this time. In Section 2 - Landscaping and Irrigation, staff is recommending that Items 23-37 not be awarded. Those items are for trees and additional landscaping. The total cost of that deduct is $67,641.30. Staff is still recommending that the irrigation system and the hydromulch be installed. In Section I ~ Paving, Drainage, & Water, staff is recommending that Pay Item #10, in the amount of $10,000 for the removal and replacement of the exercise area, not be awarded. Leisure Services staff has indicated that they can accomplish the removal of that exercise equipment. With the above mentioned deducts, staff is recommending the award of the Denton Tap Road project to Rebcon, Inc. in the amount of $3,505,046.60. This project will upgrade Denton Tap Road to a six-lane divided boulevard with an improved bridge. Along with this project, there is a substantial amount of trail associated amenities including a trail underpass on both sides of the bridge and also a 16 foot wider trail section on the east side of Denton Tap across the bridge. The project also includes bridge lighting, along Denton Tap Road and beneath the bridge for the underpasses. There is no additional street lighting along Denton Tap currently proposed with this project. Staff recommends the award of Bid #Q-0498-02 for the construction of Denton Tap Road from Cottonwood Creek to S.H. 121 Bypass to Rebcon Inc. in the amount of $3,505,046.60. Councilmember York moved to approve awarding Bid]Contract ~Q-0498-02 for the construction of Denton Tap Road from Cottonwood Creek to State Highway 121 Bypass to Robcon, Inc. in the amount of $3,572,687.90; and authorizing the Mayor to sign. Councilmember Sturges seconded the motion; the motion carried 7~0 with Mayor Pro Tem Tunaell and Councilmembers Garcia, Sturges, Keenan, Stover, Wheeler and York voting in favor of the motion. 34. City Manager's Report. There was no report under this item. 35. Mayor's Report. Mayor Sheehan congratulated the new Councilmembers. Mayor Sheehan reminded everyone that Students in Government would be conducted in the Council Chamber on Wednesday, May 13th. Mayor Shoeban advised that the Y.M.C.A. would hold thok groundbreaking on May 14th at 3:00 p.m. Mayor Sheehan asked Council to think about appointments to the D/FW Task Force. Mayor Sheehan reminded everyone of the Chamber Luncheon to be held on May 20th to honor City Staff. F. Councilmember York reminded everyone of the Arts Extravaganza on Thursday. Councilmember Sturges advised that he, Mayor Pro Tem Tunnell and City Manager Jim Witt had attended the Texas Challenge in Houston on Friday, May 8th.
