I hope you got my voicemail message of a couple of minutes ago. I am submitting the permit to our reviewing engineer
as is. If he needs additional info, he will call Kenny or Gary Dickinson.
Not to muddy the waters,Jennifer, but Gary Dickinson on May 2, 2012 stated in an email to you that he would obtain
the permit. I think that's where the process broke down.
When you get ready to work on the Construction Development Permit, I strongly encourage you to work directly with
Kevin at Spiars Engineering who is doing the civil plans for you, or come to our office in Coppell and we can work with
you personally to get your project off to a good start.Clear Technologies(C2) is one of our vendors and we want them to
be pleased with their new building as much as you at Preston Companies want the same result.

Here is an example of a recent permit approved to provide gas service to a new housing subdivision in
Coppell. Notice it was designed/engineered by Atmos and submitted by the approved contractor who
did the work.

I see the signatures, but who is the sub &what is the subcontracting company's name and contact info?We must know
who is working in the city and what they plan to do. If this is an Atmos line there is no fee since they usually submit the
permit themselves. Can you give me the Atmos rep's name, I will contact them.

Jennifer, regarding "the other individual I sent this too" -to whom did you send this before you sent it to me? It should
have gone to engineer @coppelltx.gov which is a non-specific box shared by several admins. If our online system has
malfunctioned, please let me know so I can fix it, it should not have an "out of office" reply.
As I mentioned to you previously, Atmos almost always submits the permit with their own plan attached when this type
of work is proposed. Are you sending the plans/prints that go with the permit in a separate email? An Atmos
representative must sign on page 2 and their contact info must appear on page 1 in the Franchise Company block.
Someone from the subcontracting company must sign below the franchise representative's signature on page 2 so that
we know who will be doing the work.An estimated start and end date is also preferred. This info is needed before I can
submit a permit to our reviewing engineer for approval.

Carla, have you been dealing with Jennifer from Preston General Contractors who is building the new Clear Technologies
building at the above address? She& I have talked twice today already& I cannot get through to her the necessity for
submitting a Construction Development Permit for the underground work. She says they are the general contractor and
would hire subcontractors to do the infrastructure, but although she's "been in the business for 16 years, "she says they
are building it from the ground up so can't see the need for anything beyond what they have given you. I asked her who
is doing the water, sewer, paving, etc.and she says subcontractors. Since they are the general, all that work is done
under one permit that would be issued to Preston General Contracting by us, but she can't figure it out. She asked me if
they did something wrong by applying for the building permit, I told her no but they are leaving a step out...the
construction development permit comes first.
We don't even have approved civil plans yet, but she seems to think that pulling a right-of-way permit to install a gas
line (I can't figure out why they would pull the permit instead of Atmos) is the only thing they have left to do. Should I
have one of our engineers explain it to her or could Michael A get it clear enough so she'll know what to do?
