Normally, such applications do not require review of hydraulic data by FEMA/PBSJ. In accordance with Ordinance 2001-952 an application to the City for a Floodplain Development Permit("FDP") is also herewith submitted. It is understood that the FDP is conditional on approval of the CLOMR-F. However, the CLOMR-F application requires approval of Mr. Griffin insofar as the form states "all necessary . . . local permits have been or in the case of a Conditional LOMR-F, will be obtained." Based on our previous report dated April 29, 2004, and comments thereon submitted by Mr. Dan Grant, P.E., Kimley-Hom, Inc, (ref. KHA No. 063124006) dated June 3, 2004, a revised report is herewith enclosed. Responses to each of Mr. Grant's comments are also attached. One important point is the higher water surface elevation in the effective and proposed models due to the data from LOMR No. 03-06-844P dated October 1, 2003. For the purpose of this study the water surface elevation at the confluence of Old Denton Creek and Denton Creek (Sta 21940+00 of Denton Creek)was estimated to be 453.50 feet for the 100-year(1%) storm event. The application is in compliance with the comment(s.) • The modeling was revised to reflect the proposed conditions and the result is no increase in the 100-year floodplain elevations. • A comment refers to"ineffective flow area." Please note that the ineffective flow area was along the main channel;the model had to be configured to ignore the main channel so that only Old Denton Creek is shown to carry the design flow rate (4000 cfs.) In an attempt to maintain continuity with the data from LOMR 97-06-503,the cross-section data was replicated. The problem is the data table does not allow for"ineffective flow area"which most of the main channel occupies, so as to model only Old Denton Creek. In lieu of this method,the input was revised by deleting the points of the cross-sections which are superfluous. Para 12: OK,without additional revisions. • The"floodplain work map"(Appendix"D"of the report)was used to extrapolate the additional cross- section data points. The City's base map compares closely to the topographic plan of the site prepared by Hennessey Engineering. Please provide additional comments with respect to specific deficiencies found.
