The site is in the floodplain and floodway of the Elm Fork Trinity River in the City of Coppell, Texas. The floodplain and floodway for this area is in the process of being modified as part of the FEMA map modernization process. The current FEMA Map is dated August 23, 2001 (48113CO155 J). In June 22, 2007 a new Preliminary map (48113C0030 L)was presented by FEMA. During the past five years this map has seen many delays during the appeals process. We were not sure what map to use for this LOMR so we contacted Mr. Ronald C. Wanhanen, PE Engineer, FEMA Region 6. Mr. Wanhanen contacted Mr. Benjamin Kaiser RAMPP Team Leader Germantown Md. and both confirmed that the current FEMA map must be used for this LOMR. The maps shown on the following page are a portion of the two maps discussed. Previous CLOMR A Conditional Letter of Map Revision was submitted to the City of Coppell and FEMA on July 30, 1996. The CLOMR was approved by FEMA on March 5, 1997. A portion of the CLOMR and FEMA Approval is contained in Appendix 1 and on the attached disc. The Effective Model used in this CLOMR has since been replaced with a more current Effective model, so the CLOMR presented in Appendix 1 is no longer valid. Hydraulic Information This study was completed using the U.S Army Corps of Engineers, River Analysis System(HEC-RAS). This software allows you to perform one-dimensional steady and unsteady flow river hydraulics calculations. The HEC-RAS software supersedes the HEC-2 river hydraulics package, which was a one-dimensional, steady flow water surface profiles program. The HEC-RAS software is a significant advancement over HEC-2 in terms of both hydraulic engineering and computer science. This product was developed by the Corps's Civil Works Hydrologic Engineering Research and Development Program. The effective flow was taken from the FEMA Effective model without alteration. The Effective model and the Modification Model are contained on the attached disc. A comparison between the 100 year flood elevations for the FEMA Effective model and the Modified Condition model are shown on the following page. This table confirms that the Modified Condition results in no change in the 100 year flood elevations. The Modified conditions shown in this report has shown no increase in 100 year flood elevations. The report summarizes modeling results showing a proposed modification to the Elm Fork of the Trinity River floodplain and floodway. This modification was based on 100- River Oaks Assisted Living LOMR Coppell, Texas Page-8 year existing conditions. A greater frequency storm was not considered and is not included in this report. Therefore, this study cannot predict the impact of a greater storm. This study assumes that all structural elements addressed remain intact and functional according to their original purpose. The Honorable Tom Morton Community: City of Coppell, Texas Mayor, City of Coppell Community No.: 480170 255 Parkway Boulevard Coppell, Texas 75019 104 Dear Mayor Morton: ► This responds to a request that the Federal Emergency Management Agency (FEMA)comment on the effects that a proposed project would have on the effective Flood Insurance Rate Map(FIRM)for your community, in accordance with Part 65 of the National Flood Insurance Program(NFIP) regulations. In a letter dated February 7, 1997, Mr. Kenneth Griffin, P.E., Director of Engineering and Public Works, City of Coppell, requested that FEMA evaluate the effects that proposed excavation and fill in the floodway fringe along the western overbank of Elm Fork of Trinity River just upstream of Sandy Lake Road would have on the effective FIRM. The proposed project is also along the southern overbank of Denton Creek, which is under the influence of the backwater effects from Elm Fork of Trinity River through the project area. In addition, this request included a more detailed hydraulic analysis that incorporated more detailed topographic information to reflect existing watershed conditions. The City of Carrollton, Texas is also affected by this conditional revision request. All data required to complete our review of this request for a Conditional Letter of Map Revision(CLOMR) were submitted with Mr. Griffin's letter. We have completed our review of the submitted data and the flood data used to prepare the effective FIRM for your community. The submitted corrected effective conditions HEC-2 hydraulic computer model, dated July 22, 1996, based on updated topographic information, was used as the base conditions model in our review of the proposed conditions model for this CLOMR request. We believe that, if the proposed project is constructed as shown on the submitted map, entitled "Grading Plan, 18.9 AC. Sandy Lake Road Property, City of Coppell, Texas," dated January 30, 1997, prepared by Nathan D. Maier Consulting Engineers, Inc., and as described in the report, entitled "Floodplain Hydraulics Study, Elm Fork Trinity River," dated July 30, 1996, also prepared by Nathan D. Maier Consulting Engineers, Inc., a revision to the FIRM would be warranted. The submitted corrected effective analysis incorporated more detailed topographic information to reflect existing watershed conditions. The elevations of the flood having a 1-percent chance of being equaled or exceeded in any given year(base flood) increased by a maximum of 0.02 foot and decreased by a maximum of 0.01 foot, compared to the effective base flood elevations(BFEs). The submitted proposed conditions analysis incorporated the effects of the proposed project. The BFEs will increase by a maximum of 0.02 foot and decrease by a maximum of 0.05 foot, compared to the BFEs computed in the corrected effective analysis. The increase in BFE is because of fill in the floodway fringe. • 2 As a result of the proposed conditions analysis, the BFEs will increase and decrease compared to the effective BFEs. The maximum increase in BFE, 0.01 foot, will occur just upstream of Sandy Lake Road. The maximum decrease in BFE, 0.03 foot, will occur approximately 3,800 feet upstream of Sandy Lake Road. The width of the Special Flood Hazard Area(SFHA), the area that would be inundated by the base flood, will decrease compared to the effective SFHA width by a maximum of approximately 1,000 feet, approximately 400 feet upstream of Sandy Lake Road. Upon completion of the project, your community may submit the data listed below and request that we make a final determination on revising the effective FIRM. • Effective October 1, 1996, FEMA revised the fee schedule for reviewing and processing requests for modifications to published flood information and maps. Under this schedule,' FEMA established flat review and processing fees for most types of requests. All requests dated October 1, 1996,or later will be processed under this new schedule. The fee for your map revision request will be $2,300 and must be received before we can begin processing your request. Payment of this fee shall be made in the form of a check or money order, made payable in U.S. funds to the National Flood Insurance Program, or by credit card. Box 3173 Merrifield, VA 22116-3173 • As-built plans, certified by a registered professional engineer, of all proposed project elements • Community acknowledgment of the map revision request from your community and the City of Carrollton • Certification that all fill placed in the currently effective base floodplain and below the proposed BFE is compacted to 95 percent of the maximum density obtainable with the Standard Proctor Test method issued by the American Society for Testing and Materials (ASTM Standard D-698)or an acceptable equivalent method for all areas to be removed from the base floodplain • Hydraulic analyses, for as-built conditions, of the base flood, the 0.2-percent-annual-chance flood, and regulatory floodway, if they differ from the proposed conditions models After receiving appropriate documentation to show that the project has been completed, FEMA will initiate a revision to the FIRM. This CLOMR is based on minimum floodplain management criteria established under the NFIP. Your community is responsible for approving all floodplain development, and for ensuring all necessary permits required by Federal or State law have been received. State, county, and community officials, based on knowledge of local conditions and in the interest of safety, may set higher standards for construction in the SFHA. Future development of projects upstream could cause increased flood discharges,which could cause increased flood hazards. A comprehensive restudy of your community's flood hazards would consider the cumulative effects of development on flood discharges subsequent to the publication of the FIS report for your community and could,therefore,establish greater flood hazards in this area. Your community must regulate all proposed floodplain development and ensure that any permits required by Federal or State/Commonwealth law have been obtained.
