Re: Bid Cedar Addition
Final Plat & Plans - 3rd Review
Dear Ms. Daneshmand:
We have reviewed the final plat and construction plans of the Big Cedar
Addition to the City of Coppell prepared by Goodwin and Marshall, Inc. for
Mathews Investments Southwest, inc. The following items should be resolved
prior to final acceptance of this addition:
1)
A 30-foot sanitary sewer easement was requested along the back of Lots
9 - 12 for a future 15-inch sanitary sewer. The plat provides for a 20-
foot easement. Our review of the grading plan found that at no point is
the top bank of the finished pads of Lots 9 - 12 closer than 40 feet to
the back property lines. Therefore, the entire 30-foot easement requested
will be within the 3:1 side slope portion of the fill section, an area
that is not usable for the homeowners. We recommend the 30-foot width
easement be included on this plat.
2)
The final plat should clearly indicate the limits of the fully developed
100-year flood plain and provide for a floodplain easement. This
includes the limits of the floodplain within Lot 42 which is identified
as Parkland Dedication
3)
In order to facilitate the projects identified in the City Wide Storm
Water Management Plan, a 10-foot wide drainage easement will be required
along the back of Lot 16.

The reclamation and lot grading plan indicates a 2:1 side ~ope for the
fill section on Lots 4 & 5. We recommend 4:1 as the desir~le maximum
and 3:1 as the absolute maximum side slope. See Article~, Section
D.9.b. - Site Grading of the Floodplain Ord. No. 87390. The reclamation
and lot grading plan should show proposed on site contours and transi-
tions back to existing contours along with limits on the proposed 100-
year flood.
5)
As we have mentioned in previous review comments, Harris Road Improve-
ments are not a part of this project. Again, we recommend that no
building permits be issued until Harris Road is improved to City
Standards and accepted by the City.
6)
The plat indicates that Harris Road south of this addition is to be
abandoned by the City and the right-of-way is to revert to the adjacent
property owners. The City of Coppell has an existing 8-inch water line
within the Harris Road right-of-way and will require an easement to
maintain the line. The necessary documents should be submitted, reviewed
and filed for record concurrently with this plat.
7)
It is our understanding that staff is recommending an alley behind Lots
37 - 41. This has not been provided.
8)
It is our understanding that the development fees for this project has
been received. Please provide us with a copy of the paid receipts for
our files.

the Public Works, DRC Members for their review. We are available to discuss
this project further at your convenience.
