Any persons desiring to comment on or correct the minutes are requested to put their comment in writing to Teague Nall and Perkins, Inc. within 10 days of the date of the report. Otherwise the minutes will stand as written. FPN - FREEPORT NORTH (SANDY LAKE TO SH 121) TNP PM - SCOTT GIBSON, P. E. Hike £t Bike Trail Alignment o 10 ft. concrete trail will need to be located on the east side of Freeport Parkway, north of Sandy Lake, to align with the trail north of SH 121. o A portion of the trail will be located in the 40 ft. gas easement as it approaches SH 121. Additional coordination with Atmos will be required. o The trail alignment should transition into the right of way (ROW), adjacent to the back of curb, near the existing cell tower. The roadway alignment should shift 5 ft. west to allow a 5 ft. buffer between the trail and the cell tower fencing, if possible. o A 15ft. trail easement should be located adjacent to the east ROW line, except near the cell tower area transition. o The City will advise TNP whether the trail should shift from the west to east side of Freeport Pkwy. on the north or south side of Sandy Lake Road. • SH 121 Connection Layout o The connection will require 585 ft. transition to match the TxDOT cross section at the SH 121 intersection. o The transition will cause the ROW to encroach into the existing gas easement, but it is anticipated that the limits of pavement will remain outside the gas easement, except for the right turn lane. o Based on projected traffic volumes from TxDOT, the left turn lane length will need to be approx. 440 ft. long and the right turn lane will need to be approx. 400 ft. long. Page 1 17304 Preston Road Suite 1340 Dallas, Texas 75252 Phone - 214.461.9867 Fax- 214.461.9864 www.tnp-online.com o The width of the proposed ROW will widen to maintain a 10 ft. parkway, conforming with the transition and turn lane lengths. o Final Layout will need to be coordinated with TxDOT. Sandy Lake Intersection o Option 1 (six -lane to four -lane transition north of Sandy Lake Road) • Construct 3 lanes in both directions. • The southbound inside lane transitions to a dedicated left turn lane at Sandy Lake Rd. • Requires southbound thru traffic to merge into the two outside lanes, which matches the current cross section for FPS. • This is probably the City's preferred option; however, Mike Garza will discuss and confirm with Keith Marvin Et Ken Griffin. o Option 2 (six -lane to four -lane transition south of Sandy Lake Road) • Construct 3 lanes in both directions with full intersection at Sandy Lake Road, including southbound and northbound dedicated left turn lanes in the median. • Would require southbound transition from 3 lanes to 2 lanes to occur on FPS. Kyle Bennett presented a transition layout exhibit. Based on the frequency of median openings south of Sandy Lake Rd, southbound transition from 3 to 2 lanes would have to occur through median openings. This would cause a potential safety concern between merging traffic and vehicles using a left turn lane. o 130 ft. wide ROW along FPN, near the intersection, shall be centered on the road alignment. The length of the 130 ft. ROW is anticipated to be 445 ft., which matches the length required for a potential turn lane. The full 130' ROW acquisition will be pursued by the City. o City prefers to acquire additional ROW along westbound Sandy Lake Rd. for a future dedicated right turn lane. TNP will evaluate the length required for the right turn lane. • Coordination Items o Mike Garza will discuss with the property owner's engineer, Victor Zepeda, regarding the slope and drainage easement dedication. Precise easement locations and limits will not be known until further into the design phase. o TNP will start to prepare preliminary ROW exhibits for the City to coordinate acquisition with property owners. o TNP will schedule coordination meetings with TxDOT and Atmos for planned improvement near SH 121 and drainage crossing. o Mike Garza to advise TNP on where to shift trail alignment from west to east side of Sandy Lake Road.
