being out of the James A. Simmons Survey, Abstract No. 1296, and being a portion of that

Dear Mr. Chadick:
This letter is written as a follow-up to our previous meetings and conversations concerning
acquisition of property that you own located at the northwest corner of Bethel Road and Coppell
Road. Right-of-way is needed for the widening of Bethel and Coppell Road and also drainage
easements are necessary for the improvements to Stream G1, which is a portion of Grapevine
Creek. Based on our meetings, it is my understanding that you would be agreeable to trading a
portion of the property required by the city for a portion of the property that the city owns on the
south side of Bethel Road, west of the property that you own that houses the Art Annex.
The following is my attempt to summarize our conversations and present them as an offer from
the City for the land needed for the improvements to Bethel Road, Coppell Road and Stream Gi.
The City will trade Parcel I (shown in red on attached exhibit) for all of. Parcel 2 and portion of
-Parcel 3 (shown in blue on attached exhibit).

Dear Mr. &Ms. Onstott:
This is a follow-up to our December 8, 2005 letter regarding the city's need for permanent right-
of-way from properties owned by you. The required right-of-way has been designated as Parcels
16 and 21. Subsequent to the letter being sent,the surveyor for the project found another deed for
a "missing" section of land within Parcel 16 that had not been found in his initial research. The
deeds overlap as shown on the revised plat, and do not change the right-of-way take or impact the
adjoining properties. However, the addresses for the properties in Parcel 16 did change from the
previous letter. Parcel 16 is now a portion of the properties located at 442, 446, 448, 450, and
452 Bethel Road, and Parcel 21 is a portion of the properties located at 416 and 420 Bethel Road.
The right-of-way is necessary for the reconstruction of Bethel Road(Freeport Parkway to Denton
Tap) and Coppell Road (Cooper Lane to Bethel Road). Both roads will be reconstructed as two-
lane concrete roadways with improved drainage and sidewalks. Construction in the Old Coppell
area includes landscaping and enhanced pavement features.
Parcel 16 consists of 0.137 acres of prescriptive right-of-way that has not been recorded in the
deed records and 0.011 acres of additional right-of-way required for the construction of this
project. The City of Coppell is offering $5.00 per square foot for the additional right-of-way in
Parcel 16 and $5.00 per square foot for Parcel 21. These are the land values as shown in the
Dallas Central Appraisal District. The city is offering a nominal amount of$500 compensation
for right-of-way that was obtained through prescription.
This letter constitutes an offer from the City of Coppell for the acquisition of right-of-way as
follows:
Parcel 16:
1. Acquisition of prescriptive right-of-way - 5960 sq. ft. $500.00
2. Acquisition of permanent right-of-way at$5.00/sq. ft. x 467 sq. ft. $2,335.00
Parcel 21:
1. Acquisition of permanent right-of-way at$5.00/sq. ft x 2109 sq. ft. $10,545.00
Total $13,380.00
The city is also requesting permission to enter the properties located at 442, 446, 448, 450, and
452 for minimal construction purposes. Work will consist of the removal of existing pavement
and 4:1 slope grading necessary to tie the proposed finished ground elevation into the existing
ground elevation. Work on your property will not extend past a line 10 feet north of and parallel
with the south property line, and the property will be restored back to its original condition to the
maximum extent practicable. The contractor will not be allowed to access your property for any
other purposes other than the pavement removal and slope grading.
Construction is scheduled to start in the 3rd quarter of 2008 and the city needs to acquire the right-
of-way as soon as possible. If the above offer is acceptable, please sign below and return to this
office. Once the letter is received, the process for payment of the $13,380.00 can start. Enclosed
