As you may be aware, Texas Industries, Inc. has
requested a Special Use Permit from the City of
Carrollton for the completion of mining of a small
amount of pitrun sand and gravel materials from land
north of Denton Creek and Sandy Lake Road. As
represented in the March 10, 1989 letter to Mayor
Milburn Gravley of Carrollton (as attached), Texas
Industries, Inc. is still pursuing said mining permit
before the City Council of the City of Carrollton,
Texas. Texas Industries, Inc. owns the Coppell CTB
and mortar plant facilities (valued at approximately
$650,000) at 1300 Beltline Road in the City of Coppell
and would plan to transport the pitrun sand and gravel
materials to this plant. Pitrun from the Sandy Lake
Road excavation site would displace higher cost
materials coming from Denton, Tarrant, and Dallas
Counties, thereby allowing Texas Industries, Inc. to
increase sales and generate additional sales tax
revenue payable to the City of Coppell. Texas
Industries, Inc., as a member of the Coppell
community, does and will abide by all of the truck
traffic ordinances effectively regulating the use of
Coppell's city streets.
Furthermore, if Texas Industries, Inc. is successful
in obtaining a Special Use Permit from the City of
Carrollton as now applied for, then Texas Industries,
Inc. will, after the commencement of mining and
transporting pitrun sand and gravel via Sandy Lake
Road, donate to the City of Coppell on a monthly basis
$0.10 per cubic yard for all pitrun sand and gravel
actually mined, removed and transported, via Sandy
Lake Road by Texas Industries, Inc. from the Sandy
Lake Road excavation site. This donation stated would
be intended to be used for ongoing maintenance of
Sandy Lake Road.

Texas Industries, Inc. is now, and wishes to remain, a
good neighbor to the City of CoPpell, and we would
hope that our proposed donation would be accepted in
that light.
In view of this information, Texas Industries, Inc.
hereby respectfully requests a resolution by the City
Council of the City of Coppell.

The City of Coppell, Texas, has no objection to Texas
Industries, Inc. obtaining a Special Use Permit from
the City of Carrollton, Texas, for the mining and
removal of approximately 150,000 yards of pitrun sand
and gravel materials to be transported to Texas
Industries, Inc.'s Coppell CTB and mortar plant
~acilities in the City of Coppell via Sandy Lake Road.
As you have stated to us in writing, you do now and
will abide by all of the truck traffic ordinances
effectively regulating the City of Coppell streets.
